Fibreglass Pipe Insulation

On May 14, 1998, the Canadian International Trade Tribunal gave notice that it had initiated a review (Review No. RR-98-001), pursuant to subsection 76(2) of the Special Import Measures Act, of its finding made on November 19, 1993, in Inquiry No. NQ-93-002, concerning preformed fibreglass pipe insulation with a vapour barrier, originating in or exported from the United States of America.

The Notice of Review indicated that a public hearing would be held in the Tribunal Hearing Room, Standard Life Centre, 18th Floor, 333 Laurier Avenue W, Ottawa, Ontario, commencing September 21, 1998, at 9:30 a.m.

Notice is hereby given that the date of the public hearing is changed to September 28, 1998, at 9:30 a.m.

DETERMINATION

Professional Services

Notice is hereby given that, after completing its inquiry, the Canadian International Trade Tribunal (the Tribunal) made a determination (File No. PR-97-051) on June 18, 1998, with respect to a complaint filed by Safety Projects International Inc. (the complainant), under subsection 30.11(1) of the Canadian International Trade Tribunal Act, R.S.C. 1985, c. 47 (4th Supp.), as amended by the North American Free Trade Agreement Implementation Act, S.C. 1993, c. 44, concerning Solicitation No. FP802-7-0456 of the Department of Fisheries and Oceans (the Department). The solicitation was for a safety program management system.

The complainant alleged that the Department wrote the statement of requirements with a specific supplier in mind and failed to provide an explanation to the complainant as to why its offer was not declared the winning offer.

Having examined the evidence presented by the parties and considered the provisions of the North American Free Trade Agreement, the Agreement on Internal Trade and the Agreement on Government Procurement, the Tribunal determined that the complaint was not valid.

EXPIRY OF TEXTILE TARIFF RELIEF ORDER

Cut Warp Pile Fabrics

The Canadian International Trade Tribunal (the Tribunal) hereby gives notice that the tariff relief order (Code 4418) made on March 19, 1997, to implement the Tribunal's recommendation to the Minister of Finance in Request No. TR-95-014 (Palliser Furniture Ltd.), concerning "[w]oven, cut warp pile fabrics, of pile yarns solely of acrylic staple fibres, certified by the exporter to be dry spun, or of pile yarns of acrylic staple fibres, certified by the exporter to be dry spun, mixed solely with pile yarns of polyester staple fibres, of a ground fabric of yarns of polyester filaments in the warp and of yarns of cotton and polyester staple fibres in the weft, coated on one side, of subheading No. 5801.35, for use as decorative outer coverings in the manufacture of upholstered furniture" (the subject fabrics), is scheduled to expire (Expiry No. TE-98-001) on March 19, 1999. Under the Minister of Finance's standing reference, the duty relief provided by Code 4418 (superseded in 1998 by tariff item No. 5801.35.10) will cease unless the Tribunal issues a recommendation that tariff relief is still warranted and a tariff relief order is made by the government.

Statistics Canada data show that total imports of the subject fabrics in 1997 amounted to 5 562 kg, valued at $96,808. Total imports of the subject fabrics in the first quarter of 1998 amounted to 123 622 kg, valued at $1,608,937.

Parties requesting or opposing the continuation of tariff relief should file the original and 15 copies of written public submissions containing relevant information, opinions and arguments with the Secretary of the Tribunal not later than August 6, 1998.

If, after reviewing the responses from all parties, there is a request for continuation of the order, but no opposition, the Tribunal may dispense with the need for a full review and recommend continuation. Alternatively, if there is no request for continuation of the order, then the Tribunal may dispense with the need for a full review and recommend termination. However, if the Tribunal decides that a full review is warranted, it will issue a notice of review with all relevant information regarding the proceeding. The Tribunal will publish the notice in the Canada Gazette and send it to all parties known to the Tribunal as having an interest in the review, who will then have an opportunity to participate in the review.

Broadcasting Licence Fees — Part I

The Broadcasting Licence Fee Regulations, 1997, SOR/97-144, dated March 29, 1997 (the Regulations), provide for the payment of a Part I licence fee by certain broadcasting undertakings. Subsection 9(1) of the Regulations sets out the components for the calculation of the regulatory costs.

As contemplated by section 10 of the Regulations, the Commission hereby announces that the estimated total regulatory costs of the Commission for the 1998-99 fiscal year is $21.2 million.
