Notice is hereby given that, pursuant to the provisions of Part VI of the Canadian Environmental Protection Act, Permit No. 4543-2-05996 is approved.
1. Permittee: Department of National Defence, Halifax, Nova Scotia.
2. Type of Permit: To dump or load unexploded ordnance.
3. Term of Permit: Permit is valid from June 11 to November 28, 1999.
4. Loading Site(s): 44°32.468' N, 63°32.267' W (NAD83), temporary cache site for unexploded ordnance, Bear Cove, Nova Scotia.
5. Dump Site(s): Emerald Basin Explosive Dumping Area, within one nautical mile of the position 44°12.00' N, 62°45.00' W (NAD83).
6. Route to Dump Site(s): From the loading site to the embarkation site at 44°33.41' N, 63°30.56' W (NAD83) to way-point 44°28.67' N, 63°12.48' W (NAD83) to the dump site.
7. Equipment: As described by section 7 of Operation Clare Lilley — Relocation Plan (April 12, 1999) submitted in support of the permit application.
8. Method of Dumping: Large unexploded ordnance shall be released individually from the side of the transport vessel. Small unexploded ordnance shall be placed in trays and dumped from the side of the transport vessel.
9. Total Quantity to be Dumped: Not to exceed 1 700 kilograms.
10. Material to be Dumped: Unexploded ordnance as described in Appendix 1 of Operation Clare Lilley — Relocation Plan (April 12, 1999) submitted in support of the permit application and similar materials as approved by the Environmental Protection Branch, Department of the Environment.
11. Requirements and Restrictions:
11.1. It is required that the Permittee notify in writing, by facsimile or electronic mail, Mr. Adrian MacDonald, Environmental Protection Branch, Department of the Environment, Atlantic Region, Queen Square, 4th Floor, 45 Alderney Drive, Dartmouth, Nova Scotia B2Y 2N6, (902) 426-3897 (Facsimile), adrian. macdonald@ec.gc.ca (Electronic mail), at least seven days prior to each occasion that equipment is mobilized to the loading site. The notification shall include the project contacts and expected period of project activities.
11.2. A written report shall be submitted to Mr. Adrian MacDonald, identified in paragraph 11.1, within 30 days of either the completion of the work or the expiry of the permit, whichever comes first. This report shall contain the following information: the quantity of material disposed of and the dates on which the disposal activities occurred.
11.3. It is required that the Permittee admit any inspector designated pursuant to subsection 99(1) of the Canadian Environmental Protection Act to any place, ship, aircraft, platform or anthropogenic structure directly related to the loading or ocean dumping referred to under this permit, at any reasonable time throughout the duration of this permit.
11.4. The Permittee shall notify in writing Mr. Bernie Sullivan, Department of Fisheries and Oceans, (902) 426-5108 (Facsimile), at least seven days prior to each occasion that equipment is mobilized to the loading site. The notification shall include project contacts and the expected period of project activities.
11.5. A copy of this permit and documents referenced in this permit shall be available on site at all times when loading and dumping operations are underway.
11.6. A post-disposal monitoring plan to confirm environmental assessment predictions relating to the fate of the unexploded ordnance shall be submitted for approval to Mr. Adrian MacDonald identified in paragraph 11.1. The plan shall be submitted no later than July 31, 1999.
11.7. The loading of unexploded ordnance and the dumping of unexploded ordnance shall be conducted in accordance with the procedures specified in Operation Clare Lilley — Relocation Plan (April 12, 1999). Modifications to the procedures shall be made only with the written approval of the Environmental Protection Branch, Department of the Environment.

1. Permittee: Woodman's Sea Products Ltd., New Harbour, Newfoundland.
2. Type of Permit: To dump or load fish offal.
3. Term of Permit: Permit is valid from June 1, 1999, to May 31, 2000.
4. Loading Site(s): (1) 47°35.35' N, 53°32.60' W, New Harbour, Newfoundland; and (2) 47°35.24' N, 53°33.10' W, New Harbour, Newfoundland.
5. Dump Site(s): 47°37.00' N, 53°36.00' W, at an approximate depth of 130 m.
6. Route to Dump Site(s): Most direct navigational route from the loading site to the dump site.
7. Equipment: Vessels, barges or other floating equipment complying with all applicable rules regarding safety and navigation and capable of containing all waste cargo during loading and transit to the approved dump site.
8. Method of Dumping: Direct release.
9. Rate of Dumping: As required by normal operations.
10. Total Quantity to be Dumped: Not to exceed 1 000 tonnes.
11. Material to be Dumped: Fish offal.
12. Requirements and Restrictions:
12.1. It is required that the Permittee report, in writing, to the Manager, Environmental Protection, Department of the Environment, 6 Bruce Street, Mount Pearl, Newfoundland A1N 4T3, (709) 772-5097 (Facsimile), at least 48 hours prior to the start of the first dumping operation to be conducted under this permit.
12.2. A written report shall be submitted to the Manager within 30 days of either the completion of the work or the expiry of the permit, whichever comes first. This report shall contain the following information: the quantity and type of material disposed of pursuant to the permit, the equipment used and the dates on which the dumping and loading activities occurred.
12.3. It is required that the Permittee admit any inspector designated pursuant to subsection 99(1) of the Canadian Environmental Protection Act, to any place, ship, aircraft, platform or anthropogenic structure directly related to the loading or ocean dumping referred to under this permit, at any reasonable time throughout the duration of this permit.
12.4. The dump site must be marked and all dumping must take place within 100 m of the dump site marker.
12.5. The loading and transit of waste material to the dump site must be conducted in such a manner that no material enters the marine environment. Waste material spilled at any place, other than the permitted dump site, must be retrieved. All waste must be contained on shore while the barge is away from the loading site.
12.6. The fish offal must be covered by netting or other material to prevent access by gulls.
12.7. This permit must be displayed in an area of the plant accessible to the public.
12.8. Vessels operating under the authority of this permit must carry and display a radar-reflecting device at all times mounted on the highest practical location.
12.9. The loading or ocean dumping conducted under this permit shall not be carried out without written authorization from the Permittee.
12.10. Fish offal loaded for the purpose of ocean dumping may not be held aboard any vessel for more than 96 hours without the written consent of an inspector designated under the Canadian Environmental Protection Act.

1. Permittee: Department of Public Works and Government Services, Moncton, New Brunswick.
2. Type of Permit: To dump and load dredged material.
3. Term of Permit: Permit is valid from June 6, 1999, to June 5, 2000.
4. Loading Site(s): 47°42.68' N, 64°39.87' W (NAD83), Shippegan Gully, as described by drawing Dredge Area (May 14, 1999) submitted in support of the permit application.
5. Dump Site(s): Suction dredge and mechanical dredge: 47°42.72' N, 64°40.21' W (NAD83), as described by Dredge Area (May 14, 1999) submitted in support of the permit application. Propeller wash: 47°42.68' N, 64°39.87' W (NAD83), sides of the loading site.
6. Route to Dump Site(s): Suction dredge: via pipeline. Mechanical dredge: most direct navigational route from the dredge site to the dump site. Propeller wash: dredged material shall be pushed to the sides of the channel.
7. Equipment: Suction dredge and pipeline, mechanical dredge and towed or self-propelled barges, and propeller wash equipment.
8. Method of Dumping: As required by normal operations.
9. Rate of Dumping: As required by normal operations.
10. Total Quantity to be Dumped: Not to exceed 5 000 m3 place measure.
11. Material to be Dumped: Dredged material consisting of sand.
12. Requirements and Restrictions:
12.1. It is required that the Permittee notify in writing, by facsimile or electronic mail, Mr. Adrian MacDonald, Environmental Protection Branch, Department of the Environment, Atlantic Region, Queen Square, 4th Floor, 45 Alderney Drive, Dartmouth, Nova Scotia B2Y 2N6, (902) 426-3897 (Facsimile), adrian. macdonald@ec.gc.ca (Electronic mail), at least 48 hours prior to each occasion that dredging equipment is mobilized to the loading site. The notification shall include the equipment to be used, contractor, contact for the contractor, and expected period of dredging.
12.2. A written report shall be submitted to Mr. Adrian MacDonald, identified in 12.1, within 30 days of either the completion of the work or the expiry of the permit, whichever comes first. This report shall contain the following information: the quantity and type of material disposed of pursuant to the permit, the equipment used and the dates on which the loading and dumping activities occurred.
12.3. The fee prescribed by the Ocean Dumping Permit Fee Regulations (Site Monitoring) shall be paid by the Permittee in accordance with that regulation. Proof of payment of the remaining balance of $1,175 for the fee shall be submitted to Mr. Adrian MacDonald, identified in paragraph 12.1, prior to January 3, 2000.
12.4. Procedures to accurately measure or estimate quantities of dredged material disposed of at each dump site shall be submitted to Mr. Adrian MacDonald, identified in paragraph 12.1. The procedures shall be approved by the Department of the Environment prior the commencement of the first dredging operation to be conducted under this permit.
12.5. It is required that the Permittee admit any inspector designated pursuant to subsection 99(1) of the Canadian Environmental Protection Act to any place, ship, aircraft, platform or anthropogenic structure directly related to the loading or ocean dumping referred to under this permit, at any reasonable time throughout the duration of this permit.
12.6. The Permittee shall contact Mr. Marc Godin, Area Habitat Coordinator, Department of Fisheries and Oceans, (506) 395-7700 (Facsimile), at least 48 hours prior to the commencement of the first dredging operation to be conducted under this permit.
12.7. An Environmental Protection Plan designed to address concerns relating to fisheries resources, wildlife, navigation, gear conflicts, and spill prevention shall be submitted to Mr. Adrian MacDonald, identified in 12.1. The plan shall be approved by the Department of the Environment prior to the commencement of the first dredging operation to be conducted under this permit.
12.8. A copy of this permit and documents and drawings referenced in this permit shall be available on site at all times when dredging operations are underway.
12.9. The dredging and ocean dumping authorized by this permit shall only be carried out by the Permittee or by a person with written approval from the Permittee. Within 24 hours of approving another person to conduct the dredging and ocean dumping authorized by this permit, the Permittee shall submit by facsimile to Mr. Adrian MacDonald, identified in 12.1, a copy of the written approval.

SPECIAL IMPORT MEASURES ACT
Stainless Steel Round Bar — Decision
On May 19, 1999, pursuant to paragraph 41(1)(a) of the Special Import Measures Act (SIMA), the Deputy Minister of National Revenue made a final determination of dumping respecting stainless steel round bar of sizes 25 mm diameter up to 570 mm diameter inclusive, originating in or exported from the Republic of Korea.
The subject goods are normally imported into Canada under the following Harmonized System classification numbers:

The Canadian International Trade Tribunal is continuing its inquiry into the question of injury to the Canadian industry and will make its finding on or before June 18, 1999. If the Tribunal finds that the dumping has caused injury or is threatening to cause injury, future imports of subject goods may be subject to an anti-dumping duty equal to the amount by which the normal value exceeds the export price of the goods. In that event, all duty payable under section 3 of SIMA is hereby demanded pursuant to section 11 of SIMA.
