FINDINGS
Cold-rolled Steel Sheet Products
In the matter of an inquiry under section 42 of the Special Import Measures Act respecting certain cold-rolled steel sheet products originating in or exported from Argentina, Belgium, New Zealand, the Russian Federation, the Slovak Republic, Spain and Turkey
The Canadian International Trade Tribunal, under the provisions of section 42 of the Special Import Measures Act, has conducted an inquiry (Inquiry No. NQ-99-001) following the issuance by the Deputy Minister of National Revenue of a preliminary determination dated April 29, 1999, and of a final determination dated July 28, 1999, respecting the dumping in Canada of cold-reduced flat-rolled sheet products of carbon steel (including high-strength low-alloy steel), in coils or cut lengths (not painted, clad, plated or coated), in widths up to and including 80 in. (2 032 mm) and in thicknesses from 0.014 in. to 0.142 in. (0.35 mm to 3.61 mm) inclusive, originating in or exported from Argentina, Belgium, New Zealand, the Russian Federation, the Slovak Republic, Spain and Turkey.
Pursuant to subsection 43(1) of the Special Import Measures Act, the Canadian International Trade Tribunal hereby finds:
(a) that the dumping in Canada of the aforementioned goods originating in or exported from New Zealand and Spain has not caused and is not threatening to cause material injury to the domestic industry;
(b) that the dumping in Canada of the aforementioned goods originating in or exported from Argentina, Belgium, the Russian Federation, the Slovak Republic and Turkey has not caused material injury to the domestic industry; and
(c) that, with respect to the dumping in Canada of the aforementioned goods originating in or exported from Argentina, Belgium, the Russian Federation, the Slovak Republic and Turkey, the dumping of the goods from these countries is threatening to cause material injury to the domestic industry, with the exclusion of the dumping of the goods from Argentina.
The statement of reasons will be issued within 15 days.

PUBLIC NOTICE 1999-142
Call for Applications for Broadcasting Licences to Carry on New Multipoint Distribution Systems (MDS) Radiocommunication Distribution Undertakings to Provide Service in British Columbia
The Commission announces that it has received applications for broadcasting licences to carry on new MDS radiocommunication distribution undertakings to provide service in various localities in British Columbia.
The Commission hereby calls for applications from other parties wishing to obtain such a licence to provide an MDS service to communities in British Columbia.
Persons interested in submitting such an application are required to file a letter of intent no later than September 29, 1999, followed by a formal application to the Commission no later than October 29, 1999, and are also required to submit all necessary technical documentation to the Department of Industry by the latter date.
The Commission also reminds applicants that they must comply with the eligibility requirements set out in the Direction to the CRTC (Ineligibility of Non-Canadians), SOR/97-192, dated April 8, 1997, as amended by SOR/98-1268, dated July 15, 1998 and the Direction to the CRTC (Ineligibility to Hold Broadcasting Licences), SOR/85-627, dated June 27, 1985, as amended by SOR/97-231, dated April 22, 1997.
The Commission requires that applications include a business plan, including financial projections of revenues, subscribers, expenses, capital costs and a statement of changes in financial position for the pre-operating period and each of the seven years of the proposed licence term. All of the underlying assumptions used to prepare the projections must also be provided.
In addition, the application must also contain documentary evidence demonstrating that, should the application be successful, all of the proposed funding within the business plan will be unequivocally available on or before the date that the Commission renders its decision on the application. For the convenience of applicants, the Commission has available upon request a document entitled "Documentation Required by the Commission to Support the Availability of an Applicant's Proposed Financing."
The Commission will announce at a later date the public process where applications will be considered and where they may be examined by the public.
Notice of each application will also be published in newspapers of general circulation within the area to be served.
The public will be given the opportunity to comment on any application by submitting written interventions to the Secretary General, Canadian Radio-television and Telecommunications Commission, Ottawa K1A 0N2, and by serving a true copy of the interventions on the applicants at least 25 days before the date of the hearing.

In Public Notice CRTC 1999-97, dated June 11, 1999, entitled Building on Success — A Policy Framework for Canadian Television, the Commission indicated that it was prepared to extend the authority to broadcast infomercials to specialty services. In that notice, the Commission also noted that the carriage of infomercials on specialty services would be subject to the requirements set out in Public Notices CRTC 1999-139 and 1995-93. These requirements are the same as for other broadcasting undertakings. The Commission further specified that specialty services wishing to take advantage of this authorization were required to file applications for the necessary licence amendments by July 30, 1999.

Under the priority carriage rules contained in the Broadcasting Distribution Regulations, Rogers is required to carry both CFPL-TV (Ind) London and CKNX-TV (Ind) Wingham, on both of the cable systems serving the communities noted above.
These two applications request that, for each of the two cable systems, Rogers be relieved, by condition of licence, of the requirement to carry the Wingham station, because the London station offers virtually the same programming, except for local news.
