CANADIAN ENVIRONMENTAL PROTECTION ACT

Notice is hereby given that, pursuant to the provisions of Part VI of the Canadian Environmental Protection Act, Permit No. 4543-2-05968 is approved.

1. Permittee: Suncor Energy Inc., Sarnia, Ontario.

2. Type of Permit: To dump and load brine.

3. Term of Permit: Permit is valid from October 15 to December 31, 1999.

4. Loading Site(s): 42°58.00' N, 82°23.00' W, Suncor Inc. Refinery, Sarnia, Ontario.

5. Dump Site(s): Laurentian Channel — Brine A, from 46°00.00' N, 58°30.00' W to 46°18.00' N, 58°20.00' W (NAD83); Laurentian Channel — Brine B, from 46°42.00' N, 59°30.00' W to 47°00.00' N, 59°06.00' W (NAD83).

6. Route to Dump Site(s): Most direct navigational route from the loading site to the dump sites.

7. Method of Dumping: Brine will be discharged in accordance with the procedures specified in the Environmental Protection Plan required by paragraph 10.7. of this permit.

8. Total Quantity to Be Dumped: Not to exceed 50 000 m3.

9. Material to Be Dumped: Brine originating from the East and West brine ponds, Suncor Inc. Refinery, Sarnia, Ontario.

10. Requirements and Restrictions:

10.1. It is required that the Permittee notify in writing, by facsimile or electronic mail, Mr. Adrian MacDonald, Environmental Protection Branch, Environment Canada, Atlantic Region, Queen Square, 4th Floor, 45 Alderney Drive, Dartmouth, Nova Scotia B2Y 2N6, (902) 426-3897 (Facsimile), adrian. macdonald@ec.gc.ca (Electronic mail), at least seven days prior to each occasion that a vessel is scheduled to begin loading. The notification shall include the name of the vessel, carrier information as outlined in sections 28 to 34 of the ocean disposal permit application form, the expected period of loading and the expected time of arrival at the dump site. The notification shall be updated if the expected period of loading and the expected time of arrival at the dump site change significantly. The final notification of the expected time of arrival at the dump site must be accurate to within two hours.

10.2. The Permittee shall notify in writing Ms. Joan Reid, Department of Fisheries and Oceans, P.O. Box 1085, Sydney, Nova Scotia B1P 6J7, (902) 564-7398 (Facsimile), at least seven days prior to each occasion that a vessel is scheduled to begin loading. The notification shall include the name of the vessel, carrier information as outlined in sections 28 to 34 of the ocean disposal permit application form, and the expected period of loading and transit to the dump site.

10.3. The Permittee shall notify by telephone ([416] 460-8912) the Environmental Protection Branch, Environment Canada, Ontario Region, at least seven days prior to each occasion that a vessel is scheduled to begin loading. The notification shall refer to Ocean Disposal Permit 4543-2-5968, Brine Dumping, Suncor Inc. Refinery, Sarnia, and include the name of the vessel, the expected period of loading and the name and telephone number of the person responsible for loading.

10.4. The Permittee shall, within seven days of the completion of each loading or dumping operation, submit a written report to Mr. Adrian MacDonald, identified in 10.1. The report shall contain the following information: the quantity of material disposed of at each disposal site, the dates on which the loading and dumping activities occurred, the course and speed of the vessel during dumping, and the sea state at the time of dumping.

10.5. It is required that the Permittee allow an inspector designated pursuant to subsection 99(1) of the Canadian Environmental Protection Act to board and travel on any vessel that is loaded with brine intended for dumping.

10.6. The Permittee shall admit any inspector designated pursuant to subsection 99(1) of the Canadian Environmental Protection Act to any place, ship, aircraft, platform or structure directly related to the loading or ocean dumping referred to under this permit, at any reasonable time throughout the duration of this permit.

10.7. An Environmental Protection Plan designed to prevent chemical contamination of the brine, to confirm that contaminant concentrations are at acceptable levels, and to ensure adequate dispersion at the dump sites shall be submitted to Mr. Adrian MacDonald, identified in 10.1. The plan shall be approved by Environment Canada and implemented by the Permittee prior to the commencement of the first loading and dumping operation. The plan shall be reviewed, updated as appropriate and submitted to Environment Canada for approval prior to each subsequent loading and dumping operation.

10.8. Laurentian Channel — Brine A shall be used as the primary dump site. Laurentian Channel — Brine B shall be used only in accordance with the requirements of the Environmental Protection Plan.

10.9. Following instructions from an inspector designated pursuant to subsection 99(1) of the Canadian Environmental Protection Act, the Permittee shall mount an electronic tracking device supplied by Environment Canada on any vessel scheduled to load brine for the purpose of dumping. The Permittee shall take all reasonable measures to ensure that the tracking device is operational during transit to the disposal sites and during the period of dumping. Following dumping, the Permittee shall return the tracking device to the inspector in a manner approved by the inspector.

10.10. A copy of this permit and documents referenced in this permit shall be carried on all project vessels during periods of transit and dumping.

10.11. The loading and ocean dumping authorized by this Permit shall be carried out by the Permittee or with written approval from the Permittee.

CANADIAN ENVIRONMENTAL PROTECTION ACT

Notice is hereby given that pursuant to the provisions of Part VI of the Canadian Environmental Protection Act, Permit No. 4543-2-06026 is approved.

1. Permittee: Calvert Fish Industries Ltd., Calvert, Newfoundland.

2. Type of Permit: To dump or load fish offal.

3. Term of Permit: Permit is valid from September 27, 1999, to September 26, 2000.

4. Loading Site(s): 47°03.30' N, 52°54.70' W, Calvert, Newfoundland.

5. Dump Site(s): 47°03.10' N, 52°53.80' W, at an approximate depth of 30 m.

6. Route to Dump Site(s): Most direct navigational route from the loading site to the dump site.

7. Equipment: Vessels, barges or other floating equipment complying with all applicable rules regarding safety and navigation and capable of containing all waste cargo during loading and transit to the approved dump site.

8. Method of Dumping: Fish offal shall be discharged while the equipment or vessel is steaming within 200 m of the approved dump site. Dumping will take place in a manner which will promote the greatest degree of dispersion. All vessels will operate at maximum safe speed while discharging offal.

9. Rate of Dumping: As required by normal operations.

10. Total Quantity to Be Dumped: Not to exceed 300 tonnes.

11. Material to Be Dumped: Fish offal.

12. Requirements and Restrictions:

12.1. It is required that the Permittee report, in writing, to Mr. Rick Wadman, Manager, Environmental Protection, Department of the Environment, 6 Bruce Street, Mount Pearl, Newfoundland A1N 4T3, (709) 772-5097 (Facsimile), at least 48 hours prior to the start of the first dumping operation to be conducted under this permit.

12.2. A written report shall be submitted to the Manager within 30 days of either the completion of the work or the expiry of the permit, whichever comes first. This report shall contain the following information: the quantity and type of material disposed of pursuant to the permit and the dates on which the loading and dumping activities occurred.

12.3. It is required that the Permittee admit any inspector designated pursuant to subsection 99(1) of the Canadian Environmental Protection Act, to any place, ship, aircraft, platform or anthropogenic structure directly related to the loading or ocean dumping referred to under this permit, at any reasonable time throughout the duration of this permit.

12.4. A reading of the water depth at the disposal site shall be taken before the first disposal of offal and once every three weeks while disposal is taking place. These readings shall be submitted as soon as possible to Mr. Rick Wadman, identified in 12.1.

12.5. The loading and transit of waste material to the dump site must be conducted in such a manner that no material enters the marine environment. Waste material spilled at any place other than the permitted dump site must be retrieved. All waste must be contained on shore while the barge is away from the loading site.

12.6. The fish offal must be covered by netting or other material to prevent access by gulls.

12.7. This permit must be displayed in an area of the plant accessible to the public.

12.8. Vessels operating under the authority of this permit must carry and display a radar-reflecting device at all times mounted on the highest practical location.

12.9. The loading or ocean dumping conducted under this permit shall not be carried out without written authorization from the Permittee.

12.10. Fish offal loaded for the purpose of ocean dumping may not be held aboard any vessel for more than 96 hours without the written consent of an inspector designated under the Canadian Environmental Protection Act.

1. Notice is hereby given that Industry Canada is amending the following Radio Standards Specifications (RSSs). The amended versions are:

2. Notice is also given that Industry Canada is releasing the following new standard document:

(a) Radio Standards Specification 102 (RSS-102), Issue 1 (Provisional), Evaluation Procedure for Mobile and Portable Radio Transmitters with respect to Health Canada's Safety Code 6 for Exposure of Humans to Radio Frequency Fields.

3. These amendments and the new standard have been coordinated with the Radio Advisory Board of Canada (RABC).

4. The Radio Equipment Technical Standards List in the Industry Canada Web site is also being amended to reflect the above changes.

SPECIAL IMPORT MEASURES ACT

Concrete Reinforcing Bar — Decision

On September 14, 1999, pursuant to subsection 38(1) of the Special Import Measures Act (SIMA), the Deputy Minister of National Revenue made a preliminary determination of dumping respecting hot-rolled deformed carbon or low alloy steel concrete reinforcing bar in straight lengths or coils, originating in or exported from the Republic of Cuba, the Republic of Korea and the Republic of Turkey, and determined that there is evidence that discloses a reasonable indication that the dumping has caused injury to production in Canada. The goods in question are usually classified under the following Harmonized System tariff numbers:

7213.10.00.00 7214.20.00.00

The Canadian International Trade Tribunal will now conduct an inquiry into the question of injury to the production of like goods in Canada. The Tribunal will make an order or finding within 120 days following the receipt of the notice of the preliminary determination. Pursuant to section 8 of SIMA, provisional duties are payable on the subject goods which are released from customs during the period commencing on the date the preliminary determination is made and ending the earlier of the date on which the investigation, or portions thereof, is terminated by the Department, and the date on which the Tribunal makes its decision. The amount of provisional duty payable on the goods is no greater than the estimated margin of dumping. The payment of such duty is hereby demanded.
