Abitibi-Consolidated Inc. hereby gives notice that an application has been made to the Minister of Fisheries and Oceans under the Navigable Waters Protection Act for approval of the plans and site of the work described herein. Under section 9 of the said Act, Abitibi-Consolidated Inc. has deposited with the Minister of Fisheries and Oceans, and in the office of the District Registrar of the Land Registry District of Cochrane, Ontario, under deposit number 495769, a description of the site and plans of a new modular steel bridge replacing an original timber trestle bridge over the Redsucker River, on the Island Falls Road, east of Highway 634, in the Township of Adanac, Ontario, approximately 35 km north of Smooth Rock Falls, Ontario.

And take notice that the project will be screened pursuant to the Canadian Environmental Assessment Act.

Written objections based on the effect of the work on marine navigation and on the environment should be directed, not later than one month from the date of publication of this notice, to the Regional Director, Canadian Coast Guard, Department of Fisheries and Oceans, 201 Front Street N, Suite 703, Sarnia, Ontario N7T 8B1.

AMENDMENT TO BY-LAW NO. 9

Upon a motion duly made, seconded and carried, it was resolved that, pursuant to the powers vested in the Board under subsection 35(1) of the Bank of Canada Act, By-law No. 9 is amended to read as follows:

The Executive Committee shall meet for the conduct of its business on the dates and at the times to be fixed by the Executive Committee and on any other occasion when a meeting is called by the Governor; moreover, a meeting shall be called by the Governor upon the written request of any two members of the Executive Committee. Notice of the meetings of the Executive Committee shall be given in the same manner as notice of Board meetings.

The Executive Committee shall have such duties and perform such functions as are specifically set out in the Act and such others as may be determined by the Board from time to time.

A director may participate in a meeting of the Executive Committee by means of telephone or other communications facilities.

The foregoing is subject to the approval of the Governor in Council and shall become effective upon publication in the Canada Gazette.

AMENDMENT TO BY-LAW NO. 10

Upon a motion duly made, seconded and carried, it was resolved that, pursuant to the powers vested in the Board under subsection 35(1) of the Bank of Canada Act, By-law No.10 be amended to read as follows:

Two voting members of the Executive Committee shall constitute a quorum; one shall be either the Governor or the Senior Deputy Governor while the other shall be a director appointed pursuant to Section 9 of the Act.

CANADIAN NIAGARA POWER COMPANY LIMITED

APPLICATION TO EXPORT ELECTRICITY TO THE UNITED STATES

Notice is hereby given that, by an application dated October 4, 1999, Canadian Niagara Power Company Limited (the "Applicant") has applied to the National Energy Board (the "Board") under Division II of Part VI of the National Energy Board Act (the "Act") for authorization to export up to 50 MW of firm and interruptible power and 250 GWh of firm and interruptible energy annually for a ten-year period.

The Board wishes to obtain the views of interested parties on this application before issuing a permit or recommending to the Governor in Council that a public hearing be held. The directions on procedure that follow explain in detail the procedure that will be used.

1. The Applicant shall deposit and keep on file, for public inspection during normal business hours, copies of the application at its offices located at 1130 Bertie Street, P.O. Box 1218, Fort Erie, Ontario L2A 5X2, (905) 871-0330, and provide a copy of the application to any person who makes a request. A copy of the application is also available for viewing during normal business hours in the Board's Library, 444 Seventh Avenue SW, Room 1002, Calgary, Alberta T2P 0X8.

2. Submissions that any party wishes to present shall be filed with the Secretary, National Energy Board, 444 Seventh Avenue SW, Calgary, Alberta T2P 0X8, (403) 292-5503 (Facsimile), and the Applicant by November 8, 1999.

3. Pursuant to subsection 119.06(2) of the Act, the Board shall have regard to all considerations that appear to it to be relevant. In particular, the Board is interested in the views of submitters with respect to:

(a) the effect of the exportation of the electricity on provinces other than that from which the electricity is to be exported;

(b) the impact of the exportation on the environment; and

(c) whether the Applicant has:

(i) informed those who have declared an interest in buying electricity for consumption in Canada of the quantities and classes of service available for sale, and

(ii) given an opportunity to purchase electricity on terms and conditions as favourable as the terms and conditions specified in the application to those who, within a reasonable time of being so informed, demonstrate an intention to buy electricity for consumption in Canada.

4. Any answer to submissions that the Applicant wishes to present in response to items 2 and 3 of this notice of application and directions on procedure shall be filed with the Secretary of the Board and served on the party that filed the submission by November 22, 1999.

5. Any reply that submitters wish to present in response to item 4 of this notice of application and directions on procedure shall be filed with the Secretary of the Board and served on the Applicant by December 6, 1999.

APPLICATION TO EXPORT ELECTRICITY TO FRASER PAPER INC. OF MADAWASKA, MAINE

Notice is hereby given that by an application dated September 30, 1999, Fraser Paper Inc. (Canada) ["the Applicant"] has applied to the National Energy Board ("the Board") under Division II of Part VI of the National Energy Board Act ("the Act") for authorization to export 60 megawatts of firm power and 400 gigawatt-hours per year of firm energy for a period of three years commencing on January 1, 2000. This export would be in accordance with the terms of the firm power and energy contract between Fraser Paper Inc. (Canada) and Fraser Paper Inc. from the United States executed on September 24, 1999.

The Board wishes to obtain the views of interested parties on this application before issuing a permit or recommending to the Governor in Council that a public hearing be held. The directions on procedure that follow explain in detail the procedure that will be used.

Notice is hereby given that, in accordance with the provisions of section 254 of the Insurance Companies Act, application will be made on or after November 12, 1999, to the Minister of Finance for approval to enter into an agreement, to be effective January 1, 1999, between the Toronto Mutual Life Insurance Company and First Catholic Slovak Ladies Association of the United States of America and Canada, a fraternal benefit society, under which the Toronto Mutual Life Insurance Company will assume and reinsure all of the Canadian insurance business of First Catholic Slovak Ladies Association of the United States of America and Canada with respect to contracts in force at the date of approval to enter into the Agreement.
