CANADIAN ENVIRONMENTAL PROTECTION ACT
Conditions for the Manufacture or Import of a Substance New to Canada that is Suspected of Being Toxic
Notice is hereby given, pursuant to subsection 29(5) of the Canadian Environmental Protection Act, that the Ministers of Health and of the Environment have assessed information pertaining to a substance suspected of being "toxic," as defined under section 11 of the Act.
The Minister of the Environment is hereby pleased to impose, pursuant to paragraph 29(1)(a) of the Canadian Environmental Protection Act, conditions on the manufacture and import of this substance.
Stannane, butyltris(dodecylthio)-, CAS Registry Number 15666-28-1. The notifier may import the notified substance in amounts exceeding 5 000 kilograms/year and an accumulated total of 25 000 kilograms after the assessment period expires on November 7, 1999, only in circumstances where the notifier complies with the following terms; the notifier informs all customers, in writing, of these terms; and the notifier obtains, prior to any transfer of the notified substance, written confirmation from customers that they will meet these terms. This condition does not apply when the notified substance is a component of dry blended vinyl compounds.
1. The notified substance may be used only as a component of rigid poly(vinyl chloride) [PVC] stabilizers.
2. When disposing of the notified substance in Canada:
(a) all containers shall be rinsed with an appropriate solvent to remove any residual notified substance prior to the containers being disposed of or reused; and
(b) all liquid wastes resulting from the handling of the notified substance shall be collected.
3. All liquid wastes containing the notified substance as described in item 2 shall be:
(a) incinerated as permitted under the laws of the jurisdiction where the disposal facility is located; or
(b) solidified, prior to disposal, as permitted under the laws of the jurisdiction where the disposal facility is located; or
(c) introduced into the PVC reaction; or
(d) fully contained until treatment as set out in paragraphs (a) through (c).
4. Where any release of the notified substance into the environment occurs in contravention of the conditions set out in items 2 and 3, the notifier shall immediately take all measures necessary to prevent any further release, and to limit the dispersion of any release. Furthermore the notifier shall notify the Minister of the Environment immediately by contacting an inspector designated under the Canadian Environmental Protection Act (CEPA inspector) of the closest regional office. Customers shall take these measures should the release of the notified substance occur at their facility.
5. The notifier shall maintain electronic or paper records, with any documentation supporting the validity of the information contained in these records, indicating:
(a) the use of the notified substance;
(b) the quantity of the notified substance being imported, sold, purchased or used;
(c) the name and address of each customer buying the notified substance;
(d) the name and address of the facility disposing of the wastes containing the notified substance and records that the wastes were disposed of in conformity with this condition; and
(e) that the notifier has informed customers and disposal companies of the conditions and that the receiving company will meet these conditions.
6. The notifier shall maintain electronic or paper records made under item 5 at the notifier's Canadian headquarters for a period of at least five years after they are made.
7. Customers shall maintain electronic or paper records, with any documentation supporting the validity of the information contained in these records, indicating all the information requirements set out in paragraphs 5(a) to (e).
8. Customers shall maintain electronic or paper records made under item 7 at their Canadian headquarters for a period of at least five years after they are made.
9. Should the notifier intend to manufacture the notified substance, the notifier shall inform the Minister of the Environment, in writing, at least 30 days prior to manufacturing.

CURRENCY ACT
Designations
Notice is hereby given that on October 26, 1999, pursuant to subsection 17(2) of the Currency Act, the Minister of Finance repealed all previous designations and designated:
(1) the following currencies: the United States of America dollar; the German mark; the Japanese yen; the Swiss franc; the British pound; the French franc; the European Monetary Union euro; and
(2) the following unit of account: Special Drawing Right of the International Monetary Fund (IMF).
On the same date the Minister of Finance, under subparagraph 17(2)(d)(ii) and paragraph 17(2)(e) of the Currency Act, repealed all previous designations and made designations using the following criteria:
The International Monetary Fund, the Bank for International Settlements (BIS), and entities that have from at least two of the following rating agencies, at least one of which must be Moody's Investors Service (Moody's) or Standard and Poor's Ratings Services (S&P), a minimum senior long term debt rating of Aa3 as rated by Moody's, AA- as rated by S&P, AA- as rated by Fitch IBCA, AA (low) as rated by Dominion Bond Rating Service or A+ (low) as rated by Canadian Bond Rating Service.

MOTOR VEHICLE SAFETY ACT
Order Respecting Testing Requirements for Roof Intrusion Protection — Canada Motor Vehicle Safety Standard 216.
Whereas section 216 of Schedule IV to the Motor Vehicle Safety Regulations, C.R.C., c. 1038, is inconsistent with amendments made on April 27, 1999, by the Government of the United States to Standard No. 216, part 571, title 49 of the Code of Federal Regulations of the United States and effective October 25, 1999;
Therefore, the Minister of Transport, pursuant to section 13 of the Motor Vehicle Safety Act (see footnote a), hereby makes the annexed Order Respecting Roof Intrusion Protection.

MODIFICATION
1. Vehicles referred to in section 216 of Schedule IV to the Motor Vehicle Safety Regulations shall meet the requirements of that section when tested in accordance with the test method referred to in that section or Test Method 216 -- Roof Intrusion Protection (November 2, 1999).
