Letters Patent Amending the Special Service Medal Regulations

His Excellency the Governor General in Council, on the recommendation of the Prime Minister, hereby directs that Letters Patent do issue under the Great Seal of Canada, amending the Special Service Medal Regulations, made by Letters Patent on December 1, 1992, in accordance with the annexed schedule.

To All to Whom these Presents shall come or whom the same may in any way concern,
Greeting:
Whereas We did by Our Letters Patent, issued on June 11, 1984, create an award for special service to be designated and styled the Special Service Medal;
Whereas We did by the same Letters Patent direct that the award of the Medal shall be governed by the Special Service Medal Regulations, annexed to the Letters Patent, and as amended by Letters Patent issued on December 1, 1992;
And Whereas it is desirable and Our Privy Council for Canada has advised that Letters Patent do issue amending the Special Service Medal Regulations;
Now Know You that We, by and with the advice of Our Privy Council for Canada, do by these Presents amend the Special Service Medal Regulations, in accordance with the annexed schedule.
In Witness Whereof, We have caused these Our Letters to be made Patent and the Great Seal of Canada to be hereunto affixed.

Our Right Trusty and Well-beloved Roméo LeBlanc, Chancellor and Principal Companion of Our Order of Canada, Chancellor and Commander of Our Order of Military Merit upon whom We have conferred Our Canadian Forces' Decoration, Governor General and Commander-in-Chief of Canada.
Given this first day of October in the year of Our Lord one thousand nine hundred and ninety-nine and in the forty-eighth year of Our Reign.

SCHEDULE
1. (1) The definition "special service" in section 2 of the Special Service Medal Regulations is repealed.
(2) The definition "Bar" in section 2 of the Regulations is replaced by the following:
"Bar" means the Bar referred to in subsection 4(3); (barrette)
2. Subsections 4(3) to (5) of the Regulations are replaced by the following:
(3) The Medal shall be awarded with a Bar that the Governor in Council specifies as representing the service referred to in paragraph 5(b).
(4) A small silver, gold or red maple leaf shall be worn on the undress ribbon to indicate a second, third or fourth award, respectively.
3. Section 5 of the Regulations is replaced by the following:
5. A person is eligible to be awarded the Medal if the person
(a) is a member of the Canadian Forces; and
(b) has engaged in an activity that the Governor in Council determines is special service that merits recognition.
4. Section 13 of the Regulations is replaced by the following:
13. The Chief of the Defence Staff shall recommend to the Governor General the persons who are eligible for the award of the Medal.

Her Excellency the Governor General in Council, on the recommendation of the Minister of National Defence, pursuant to section 250.12 of the National Defence Act, designates Ottawa, Ontario as the head office of the Military Police Complaints Commission, effective December 1, 1999.
