Special Arrangement — Radioactive Material — Package and Shipment
Pursuant to section 4 of the Transport Packaging of Radioactive Materials Regulations, the Atomic Energy Control Board issued the authorization numbered CDN/5225/X (Rev. 0) on November 24, 1999, to MDS Nordion Inc., authorizing the transportation of radioactive material in a packaging that does not conform to the requirements of these Regulations. The reasons for issuing this authorization were:
1. conformity with some of the requirements of these Regulations would be impractical; and
2. the terms and conditions of the authorization ensure a level of health and safety during transport at least equivalent to that which would exist if the packaging conformed to the applicable requirements of these Regulations.

Hot-rolled Carbon Steel Plate
In the matter of a reference (Reference No. RE-99-002), under paragraph 34(1)(b) of the Special Import Measures Act, made by Steel Authority of India Limited to the Canadian International Trade Tribunal;
And in the matter of an advice rendered by the Canadian International Trade Tribunal under section 37 of the Special Import Measures Act;
Respecting the dumping in Canada of certain hot-rolled carbon steel plate originating in or exported from Brazil, Finland, India, Indonesia, Thailand and the Ukraine and the subsidizing of certain hot-rolled carbon steel plate originating in or exported from India, Indonesia and Thailand.
The Canadian International Trade Tribunal hereby concludes that the evidence before the Deputy Minister of National Revenue discloses a reasonable indication that the dumping of certain hot-rolled carbon steel plate originating in or exported from Brazil, Finland, India, Indonesia, Thailand and the Ukraine and the subsidizing of certain hot-rolled carbon steel plate originating in or exported from India, Indonesia and Thailand have caused material injury or are threatening to cause material injury to the domestic industry.

Machinery and Tools
The Canadian International Trade Tribunal (the Tribunal) has received a complaint (File No. PR-99-036) from Unisource Technology Inc. (the complainant), of Montréal, Quebec, concerning a procurement (Solicitation No. W8486-0-0916/A) by the Department of Public Works and Government Services (the Department) on behalf of the Department of National Defence. The solicitation is for the supply of various items for laundry and bath services. Pursuant to subsection 30.13(2) of the Canadian International Trade Tribunal Act and subsection 7(2) of the Canadian International Trade Tribunal Procurement Inquiry Regulations, notice is hereby given that the Tribunal has decided to conduct an inquiry into this complaint.
It is alleged that the Department has improperly withheld the contract award from the complainant.

The Commission notes that it is not in a position to consider issues relating to digital television broadcasting at this time. Consequently, the Commission will not consider this aspect of the application at the hearing.

The programming of this non-commercial undertaking will be directed to the members of the British Armed Forces stationed at CFB Suffield and their dependents. The station will provide a minimum of 50 hours of locally produced programming for use of the personnel at Suffield only. The remaining programming will be provided via satellite by the Services Sound and Vision Corporation (SSVC).
The applicant is also requesting to be exempted, by condition of licence, of the content requirements of section 2 of the Radio Regulations, 1986 regarding the broadcast of Canadian musical selections.
12. North Battleford, Saskatchewan

For a broadcasting licence to carry on an English-language national programming undertaking (television specialty service) to be distributed on a discretionary basis via directto-home (DTH) satellite and cable broadcasting distribution undertakings (BDUs) in either analog or digital mode. The service would provide programming about food and nutrition.
Food Network Canada Inc. is the result of a tripartite agreement between AACI, Corus Entertainment Inc. (Corus) and Television Food Network G.P. (TVFN).
As part of the agreement, TVFN, which owns the American specialty service Food Network, has committed to request removal of its service, which is currently carried by some broadcasting distribution undertakings, from the Eligible Lists of Satellite Services once the proposed Canadian service launches.
According to the applicant, the proposed service is in the same genre as, and is intended to replace, the Food Network (United States) service.
The applicant proposes that the access rules apply insofar as they may be used to ensure analog carriage on all Class 1 BDUs which are carrying Food Network (United States) in analog mode at the time the proposed service is licensed.
With respect to those Class 1 BDU systems which are not carrying the American service in analog mode at that time, the applicant proposes to waive the benefit of the access rules and not enforce analog carriage on such systems. However, the applicant expects to be accorded the benefit of any access policy with respect to digital carriage on all BDU systems.
If the service is licensed, the applicant proposes to charge a basic carriage wholesale rate of $0.12 per subscriber per month.
