Bingo Paper, in Finished or Unfinished Form — Decision
On July 5, 2000, pursuant to subsection 38(1) of the Special Import Measures Act (SIMA), the Commissioner of Customs and Revenue made a preliminary determination of dumping respecting bingo paper, in finished or unfinished form, originating in or exported from the United States of America and produced by or on behalf of Arrow International, Inc., its affiliates, successors and assigns. In making this decision, the Commissioner determined that there is evidence that discloses a reasonable indication that the dumping has caused or is threatening to cause injury to the production in Canada. The goods in question are usually classified under the following Harmonized System tariff numbers:

Information
The Canadian International Trade Tribunal will conduct an inquiry into the question of injury to the production of like goods in Canada. The Tribunal will make an order or finding within 120 days following the receipt of the notice of the preliminary determination.
Pursuant to section 8 of SIMA, provisional duties are payable on the subject goods which are released from customs during the period commencing on the date the preliminary determination is made and ending on the earlier of the date on which the investigation, or portions thereof, is terminated by the Canada Customs and Revenue Agency (CCRA) or the date on which the Tribunal makes its decision. The amount of provisional duty payable on the goods is no greater than the estimated margin of dumping. The payment of such duty is hereby demanded.

Refrigerators, Dishwashers and Dryers — Decision
On June 30, 2000, pursuant to paragraph 41(1)(a) of the Special Import Measures Act (SIMA), the Commissioner of Customs and Revenue made a final determination of dumping respecting certain top-mount electric refrigerators, in sizes greater than 14.5 cubic feet (410.59 litres) and less than 22 cubic feet (622.97 litres), electric household dishwashers, built-in or portable, greater than 18 inches (45.72 centimetres) in width, and gas or electric laundry dryers, originating in or exported from the United States of America and produced by, or on behalf of, White Consolidated Industries, Inc. and Whirlpool Corporation, their respective affiliates, successors and assigns. The goods in question are usually classified under the Harmonized System tariff numbers:

Information
The Canadian International Trade Tribunal is continuing its inquiry into the question of injury to the Canadian industry and will make its finding on or before August 1, 2000. If the Tribunal finds that the dumping has caused injury or is threatening to cause injury, future imports of subject goods may be subject to an anti-dumping duty equal to the amount by which the normal value exceeds the export price of the goods. In that event, all duty payable under section 3 of SIMA is hereby demanded pursuant to section 11 of SIMA.

COMMENCEMENT OF INQUIRY
Bingo Paper
Notice was received by the Secretary of the Canadian International Trade Tribunal (the Tribunal) on July 5, 2000, from the Acting Director General of the Anti-dumping and Countervailing Directorate at the Canada Customs and Revenue Agency, stating that a preliminary determination had been made respecting the dumping in Canada of bingo paper, in finished or unfinished form, originating in or exported from the United States of America and produced by or on behalf of Arrow International, Inc., its affiliates, successors and assigns.
Pursuant to section 42 of the Special Import Measures Act (SIMA), the Tribunal has initiated an inquiry (Inquiry No. NQ-2000-003) to determine whether the dumping of the above-mentioned goods has caused or is threatening to cause injury, or has caused retardation, as these words are defined in SIMA, and to determine such other matters as the Tribunal is required to determine under that section.
Under section 46 of the Canadian International Trade Tribunal Act, a person who provides information to the Tribunal and who wishes some or all of the information to be kept confidential must submit to the Tribunal, at the time the information is provided, a statement designating the information as confidential, together with an explanation as to why that information is designated as confidential. Furthermore, the person must submit a non-confidential summary of the information designated as confidential or a statement indicating why such a summary cannot be made.
Public hearing
A public hearing relating to this inquiry will be held in the Tribunal Hearing Room, 18th Floor, Standard Life Centre, 333 Laurier Avenue W, Ottawa, Ontario, commencing October 3, 2000, at 9:30 a.m.
Each person or government wishing to participate in the inquiry and at the hearing as a party must file a notice of appearance with the Secretary on or before July 24, 2000. Each counsel who intends to represent a party in the inquiry and at the hearing must file a notice of appearance as well as a declaration and undertaking with the Secretary on or before July 24, 2000.
To allow the Tribunal to determine whether simultaneous interpretation will be required for the hearing, each interested party and each counsel filing a notice of appearance must advise the Secretary, at the same time that they file the notice, whether they and their witnesses will be using French or English or both languages at the hearing.
Representations concerning the public interest question referred to in subsection 45(2) of SIMA may be made to the Tribunal. Persons referred to in subsection 45(2) who wish to make representations on that question must make the request to do so to the Secretary no later than July 24, 2000. No comprehensive representations on the public interest question are required at that time. However, any person wishing to make such representations should indicate the general nature of the public interest concerns. If any such request is received, the Secretary will notify any person making such a request and the parties to the inquiry of the place and time for the making of representations and the manner in which they may be made in the event of a finding of injury.
The Canadian International Trade Tribunal Rules govern these proceedings.
In order to observe and understand production processes, the Tribunal, accompanied by its staff, may conduct plant visits.
Along with the notice of commencement of inquiry, the Secretary has sent a letter to the domestic producers, importers and certain purchasers with a known interest in the inquiry providing details on the procedures and the schedule for the inquiry. It specifies, among other things, the date for filing replies to Tribunal questionnaires, the date that information on record will be made available by the Tribunal to interested parties and counsel that have filed notices of appearance, and dates for filing of submissions by interested parties.

Stainless Steel Round Bar
Notice was received by the Secretary of the Canadian International Trade Tribunal (the Tribunal) on June 29, 2000, from the Acting Director General of the Anti-dumping and Countervailing Directorate at the Canada Customs and Revenue Agency, stating that a preliminary determination had been made respecting the dumping in Canada of stainless steel round bar of sizes 25 mm in diameter up to 570 mm in diameter inclusive, excluding stainless steel round bar made to specifications ASN-A3380, ASN-A3294 and 410QDT (oil quenched), i.e. grade 410 quenched and double-tempered with an oil quenching medium originating in or exported from Brazil and India.

Notice is hereby given that, after completing its inquiry, the Canadian International Trade Tribunal (the Tribunal) made a determination (File No. PR-99-051) on June 28, 2000, with respect to a complaint filed by ACE/ClearDefense Inc. (the complainant), of Ottawa, Ontario, under subsection 30.11(1) of the Canadian International Trade Tribunal Act, R.S.C. 1985, (4th Supp.), c. 47, as amended by the North American Free Trade Agreement Implementation Act, S.C. 1993, c. 44, concerning a procurement (Request for Proposal No. 9-C170) by the National Gallery of Canada. The solicitation was for the supply and installation of blast mitigation window film.
The complainant alleged that there was insufficient time allowed to respond to the Request for Proposal and that it contained restrictive technical specifications.
Having examined the evidence presented by the parties and considered the provisions of the Agreement on Internal Trade and the North American Free Trade Agreement, the Tribunal determined that the complaint was valid.

Information Processing and Related Telecommunications Services
The Canadian International Trade Tribunal (the Tribunal) has received a complaint (File No. PR-2000-018) from Xwave Solutions Inc. (the complainant), of Stittsville, Ontario, concerning a procurement (Solicitation No. W8474-9-HC02/A) by the Department of Public Works and Government Services (PWGSC) on behalf of the Department of National Defence. The solicitation is for the supply of a security and military police information system providing occurrence management capability and computer-aided dispatch, and ancillary services. Pursuant to subsection 30.13(2) of the Canadian International Trade Tribunal Act and subsection 7(2) of the Canadian International Trade Tribunal Procurement Inquiry Regulations, notice is hereby given that the Tribunal has decided to conduct an inquiry into this complaint.

In Public Notice CRTC 2000-74 dated May 31, 2000, the Commission called for comments on Order in Council P.C. 2000-511 addressing French-language broadcasting services in French linguistic minority communities and Public Notice CRTC 2000-38 addressing minority official language specialty services. The deadline date set by the Commission for the receipt of comments was July 31, 2000.
Following requests by Fédération des communautés francophones et acadienne du Canada (FCFA), Fédération culturelle canadienne-française (FCCF), Alliance des radios communautaires du Canada (ARCC) and Alliance des producteurs francophones du Canada (APFC), the Commission hereby extends to August 31, 2000, the deadline for submission of comments.

Regulatory Amendments to Implement the Ethnic Broadcasting Policy and New Television Content Categories
Summary
The Commission has adopted amendments that will simplify the definition of "ethnic program;" set out a new definition of "third-language program;" establish the levels of third-language programming that radio and television stations may broadcast; update the information that must be filed with the Commission for purposes of logging ethnic and third-language programming; and establish logging practices and content categories for television.
In Public Notice CRTC 2000-37 dated March 10, 2000, the Commission called for comments on proposed regulations to implement the Ethnic Broadcasting Policy and new television content categories. Six comments were filed in reply to this notice and the Commission wishes to thank these parties for their participation.
The Commission hereby announces that the Radio Regulations, 1986; Television Broadcasting Regulations, 1987; Pay Television Regulations, 1990 and Specialty Services Regulations, 1990 are amended as proposed with the following exception: in the Pay Television Regulations, 1990 filler programming will be designated as category 15 instead of category 14 as originally proposed. The amended regulations, published in the Canada Gazette, Part II, on June 21, 2000.

Regulatory Amendments to Implement Certain Aspects of the Revised Policies for Campus and Community Radio, and Incorporate Revised Content Categories for Radio
Summary
The Commission has adopted amendments that will increase the level of Canadian content required of campus and community radio licensees for musical selections in categories 2 and 3; remove certain requirements currently imposed on such licensees regarding the scheduling of this Canadian content; remove similar requirements regarding their scheduling of French-language vocal musical selections; and incorporate by reference the revised content categories for radio set out in Public Notice 2000-14.
In Public Notice CRTC 2000-44 dated March 21, 2000, the Commission called for comments on proposed regulations to implement certain aspects of the revised policies for campus and community radio and incorporate revised content categories for radio.
Four comments were filed in reply to this notice and the Commission wishes to thank these parties for their participation. In its submission, l'Association québécoise de l'industrie du disque, du spectacle et de la vidéo (ADISQ) expressed concerns that the proposed sections 2.2(14) and (15) did not require that musical selections from content category 2 be played in their entirety for the purpose of Canadian content and French vocal music requirements. The Commission agrees with ADISQ and has determined that campus and community stations should be treated like all other licensees in that regard. The amended regulations reflect those changes.
The Commission hereby announces that the Radio Regulations, 1986 are amended as proposed except for the changes noted above. The amended Regulations, were published in the Canada Gazette, Part II, on June 21, 2000.

Implementation of TV policy — New conditions of licence
As part of the process initiated to give effect to its new TV policy, the Commission, in Public Notice CRTC 1999-206, called for comments on conditions of licence that would replace current Canadian programming requirements for television stations controlled by the largest multi-station ownership groups. Today's notice summarizes and completes this process. The Commission is issuing decisions adding new conditions to the licences of individual stations. The decisions are attached to the public notice.
