Whereas, pursuant to subsection 66(3) of the Canadian Environmental Protection Act, 1999,(see footnote a) the Minister of the Environment has added the substance 94087-83-9 to the Domestic Substances List,

Therefore, the Minister of the Environment, pursuant to subsection 66(3) of the Canadian Environmental Protection Act, 1999,(see footnote b) hereby makes the annexed Order 2000-66-07-02 Amending the Non-domestic Substances List.

DEPARTMENT OF FOREIGN AFFAIRS AND INTERNATIONAL TRADE

CONSULTATIONS ON CANADA'S DRAFT ENVIRONMENTAL ASSESSMENT FRAMEWORK FOR TRADE NEGOTIATIONS

The Department of Foreign Affairs and International Trade (DFAIT) is seeking comments on a draft Environmental Assessment Framework for Trade Negotiations. The public is invited to view the draft framework and provide comments by October 6, 2000. Comments received will be used to refine and finalize the framework before the end of October 2000.

The draft framework was prepared by an Interdepartmental Committee chaired by DFAIT with the assistance of provinces and territories, First Nations groups, and representatives from academic, non-governmental organizations, and the private sector.

It follows the guidance of the 1999 Cabinet Directive on the Environmental Assessment of Policy, Plans and Program Proposals. There are two objectives to conducting environment assessments of trade negotiations. The first is to help Canadian negotiators integrate environmental considerations into the negotiating process by providing information on the likely and significant environmental impacts of trade agreements. The second is to address stakeholders' concerns by demonstrating that environmental factors are being considered in the course of bilateral, regional, or multilateral trade negotiations.

The framework can be viewed on the DFAIT Web site at: www.dfait-maeci.gc.ca/tna-nac/social-e.asp. Copies are also available via post, electronic mail, or facsimile by contacting DFAIT at the address below. Individuals or organizations wishing to comment on the draft can do so by providing written comments by post, electronic mail, or facsimile. Public meetings may also be scheduled.
