Therefore, the following notice of proposed revocation has been sent to them, and is now being published according to the requirements of the Income Tax Act:

Corrosion-Resistant Steel Sheet — Decision
On December 4, 2000, the Commissioner of Customs and Revenue initiated an investigation under the Special Import Measures Act into the alleged injurious dumping of flat-rolled steel sheet products of a thickness not exceeding 0.176 in. (4.47 mm), coated or plated with zinc or an alloy wherein zinc and iron are the predominant metals, excluding corrosion-resistant steel sheet products for use in the manufacture of passenger automobiles, buses, trucks, ambulances or hearses or chassis therefor, or parts, accessories or parts thereof, for which the proper Harmonized System tariff item is 9959.00.00, originating in or exported from the People's Republic of China, India, Malaysia, Portugal, the Russian Federation, South Africa and Chinese Taipei and the alleged subsidizing of the same goods originating in or exported from India.

The Canada Customs and Revenue Agency will conduct an investigation into the alleged dumping and subsidizing. In addition, the Canadian International Trade Tribunal (the Tribunal) will now conduct a preliminary inquiry into the question of injury to the Canadian industry. The Tribunal will make a decision within 60 days of the date of initiation. If the Tribunal concludes that the evidence does not disclose a reasonable indication of injury, the investigation will be terminated.

WHEREAS by letter dated October 20, 2000, the Honourable Ralph Goodale, Minister of Natural Resources (Canada) and the Honourable Gordon Balser, Minister Responsible for the Petroleum Directorate and the Canada — Nova Scotia Offshore Petroleum Resources Accord Implementation (Nova Scotia) Act, jointly directed the Board to conduct a Public Review of potential oil and gas exploration and drilling activities within Exploration Licences 2364, 2365 and 2368 in advance of any activities in these areas;
AND WHEREAS the said joint ministerial directive cites the “growing public concern about oil and gas exploration offshore of Cape Breton”;
AND WHEREAS the Board believes that such public concern constitutes an environmental or social problem of a serious nature;
AND WHEREAS the Board has resolved to make an Order pursuant to paragraph 59(1)(a) of the Canada-Nova Scotia Offshore Petroleum Resources Accord Implementation Act, S.C. 1988, c. 28, and paragraph 62(1)(a) of the Canada-Nova Scotia Offshore Petroleum Resources Accord Implementation (Nova Scotia) Act, S.N.S. 1987, c. 3 (the Accord Acts).
NOW THEREFORE this Board hereby orders that Corridor Resources Inc., the interest owner of Exploration Licence 2368 and Hunt Oil Company, the interest owner of Exploration Licences 2364 and 2365 are prohibited from commencing or continuing any work or activity on those portions of the offshore area subject to Exploration Licences 2368, 2364 and 2365 until the Board notifies the interest owners that the Public Review of exploration on these licences has been completed.

Call for Comments: Contents of the Public File for Upcoming Television Ownership Group Renewal Hearings
Background
1. Television renewal applications are scheduled for consideration at two upcoming public hearings. Applications to renew the network and Montréal licences held by the TVA television group will be heard at a public hearing to be held in March 2001. Renewal applications for the licences held by the CTV and Global television groups will be heard at a public hearing to be held in April 2001.
2. In order to foster open and informed public discussion, the Commission considers that it may be appropriate to place certain information concerning each of these television groups on the public files for these hearings. This additional information would include details that the Commission has not generally made publicly available in the past. The Commission did, however, place similar information on the public file pertaining to Public Notice CRTC 1998-44 dated May 6, 1998, entitled Canadian Television Policy Review — Call for Comments.
3. The Commission invites interested parties to comment on the proposal outlined below.

4. Information to be placed on the public files for the upcoming proceedings for the three television ownership groups would include:
— a comparison of viewing levels to Canadian and foreign programming by program category for each group for each of the years 1997 to 1999. The categories to be included would be News and Other Information, Sports, Drama/Comedy, Music/ Dance and Variety, and Other;
— the total revenues for each group for each of the years 1997 to 2000; and
— current data regarding the actual and potential audience reach of each television group.

5. The Commission invites interested parties to submit written comments on the proposal outlined above, including any issues relating to confidentiality. Other suggestions that would provide for a more open and better-informed discussion are also welcome. The Commission will accept comments that it receives on or before January 29, 2001.

There were no submissions from affected parties to the Screening Officer with respect to any of the above claims for exemption and related MSDSs.
Each of the claims for exemption listed above was found to be valid. The Screening Officer reached this decision after reviewing the information in support of the claim, having regard exclusively to the criteria found in section 3 of the Hazardous Materials Information Review Regulations. After consultation with officials of the Department of Health, and having regard for the various data readily available in the literature and any information provided by the claimant, the Screening Officer found that the respective MSDS relating to the claims bearing Registry Numbers 3762, 3763, 3764, 4236, 4304, 4305 and 4306 complied with the applicable disclosure requirements of the Hazardous Products Act and the Controlled Products Regulations.
After consultation with officials of the Department of Health, and having regard for the various data readily available in the literature and any information provided by the claimant, the Screening Officer found that the respective MSDS relating to the remaining claims did not comply with the applicable disclosure requirements of the Hazardous Products Act and the Controlled Products Regulations.
Registry Numbers 3760 and 3761
The claimant has been ordered to amend certain aspects of the content of the MSDS.
In the opinion of the Screening Officer, certain information should have been shown on the MSDS. The claimant has been further ordered to amend the MSDS as indicated below.

1. Disclose Exposure Limit Values for two of the confidential hazardous ingredients;
2. Disclose a more precise pH for the controlled product;
3. Disclose that an ingredient in the controlled product has been shown to cause adverse reproductive effects in laboratory animals;
4. In relation to the first aid information shown on the MSDS for skin contact, disclose a statement to the effect that the skin should be washed with water for 20 minutes or until the chemical is removed;
5. In relation to the first aid information shown on the MSDS for ingestion, disclose a statement such as the following: Never give anything by mouth if the casualty is rapidly losing consciousness, or is unconscious or convulsing. Have casualty drink 250-300 mL of water to dilute the ingested material.
Having regard to the foregoing, and pursuant to section 17 of the Hazardous Materials Information Review Act, notice is hereby given that the Screening Officer has, for each of the above-noted claims, with the exceptions of those claims bearing Registry Numbers 3762, 3763, 3764, 4236, 4304, 4305 and 4306, directed the claimant to comply with the provisions of the Hazardous Products Act and the Controlled Products Regulations within 30 days from the expiry of the appeal period, except that the information in respect of which the claim for exemption was made does not have to be disclosed, and to provide a copy of the amended MSDS to the Screening Officer within 40 days of expiry of the appeal period.
Pursuant to paragraph 18(1)(b) of the Hazardous Materials Information Review Act, this notice includes certain information which, in the opinion of the Screening Officer, should have been shown on the relevant MSDS.
Pursuant to subsection 24(1) of the Controlled Products Regulations, amended MSDSs must be available in both official languages.
Section 20 of the Hazardous Materials Information Review Act affords the opportunity to a claimant or any affected party, within the meaning of subsection 2(2) of the Hazardous Materials Information Review Regulations, to appeal any decision or order of a Screening Officer. To initiate the appeal process, a Statement of Appeal (Form 1) as prescribed by the Hazardous Materials Information Review Act Appeal Board Procedures Regulations must be completed and delivered within 45 days of the publication of this notice in the Canada Gazette, Part I, to the Chief Appeals Officer at the following address: Hazardous Materials Information Review Commission, 200 Kent Street, Suite 9000, Ottawa, Ontario K1A 0M1, (613) 993-4472.
