COMMENCEMENT OF INTERIM REVIEW
Hot-rolled Carbon Steel Plate
The Canadian International Trade Tribunal (the Tribunal) hereby gives notice that, pursuant to subsection 76.01(1) of the Special Import Measures Act, it has initiated an interim review of its order (Interim Review No. RD-2002-006) made on May 17, 1999, in Review No. RR-98-004, continuing, without amendment, its finding made on May 17, 1994, in Inquiry No. NQ-93-004, concerning the dumping of certain hot-rolled carbon steel plate and high-strength low-alloy plate not further manufactured than hot-rolled, heat-treated or not, in cut lengths, originating in or exported from Italy, the Republic of Korea, Spain and the Ukraine.
The above-mentioned order applies to subject goods (subject to certain product exclusions) in widths from 24 inches (610 mm) to 152 inches (3 860 mm) inclusive, and thicknesses from 0.187 inch (4.75 mm) to 4 inches (101.6 mm) inclusive.
On March 5, 2003, the Tribunal received from Wirth Steel, A General Partnership (Wirth), a request that the above-noted order be revised to "reflect a maximum thickness of 2.75 inches (or equivalent) except for plate less than or equal to 72 inches wide where the maximum thickness would be 3 inches." Wirth submitted that the plate in the dimensions specified in the request was no longer produced in Canada.
The Tribunal decided that the request was properly documented and, accordingly, pursuant to subrule 70(2) of the Canadian International Trade Tribunal Rules (Rules), on April 7, 2003, provided parties to Review No. RR-98-004 with a copy of Wirth's request. Gerdau MRM Steel Inc., a small Canadian producer of hot-rolled steel plate, was also provided with a copy of Wirth's request although it was not a party in the review. Submissions opposing or supporting the request were sought by April 22, 2003. Stelco Inc., IPSCO Inc. and Algoma Steel Inc. filed submissions opposing the request. Wirth was given an opportunity to respond to the domestic producers' submissions, and did so on April 29, 2003.
In light of the applicant's request, the submissions opposing the request and the applicant's reply, the Tribunal has decided that an interim review is warranted. The purpose of this interim review is to determine if the order should be amended to exclude certain hot-rolled carbon steel plate in the dimensions referred to in the request.
Submissions already filed by parties have been placed on the record of the interim review. Any further submissions by interested parties should be filed no later than May 27, 2003. Submissions should be based exclusively on public information. However, confidential information relevant to the issues before the Tribunal may be filed, if necessary, along with a comprehensive public summary or public edited version of the confidential information. Confidential submissions will be made available to counsel who have filed the relevant declarations and undertakings. Each person or government that filed a submission in response to the notice of interim review will be given an opportunity to respond in writing to the representations of other persons or governments. Persons or governments wishing to respond to the submissions must do so not later than noon on June 4, 2003. In accordance with paragraph 25(c) of the Rules, the Tribunal has decided to proceed with its review by way of written submissions.
The Tribunal has notified the Commissioner of the Canada Customs and Revenue Agency, as well as other interested persons, of the commencement of an interim review. The Tribunal will make its decision on whether to amend its order in Review No. RR-98-004 no later than June 26, 2003.

The Tribunal rescinded the finding relating to subject goods originating in or exported from Mexico.
The above-mentioned orders apply to subject goods (subject to certain product exclusions) in widths from 24 inches (+/-610 mm) to 152 inches (+/-3 860 mm) inclusive, and thicknesses from 0.187 inch (+/-4.75 mm) to 4 inches (+/-101.6 mm) inclusive.

The Canadian International Trade Tribunal (the Tribunal) hereby gives notice that, pursuant to subsection 76.01(1) of the Special Import Measures Act, it has initiated an interim review of its finding (Interim Review No. RD-2002-008) made on June 27, 2000, in Inquiry No. NQ-99-004 concerning the dumping of certain hot-rolled carbon steel plate originating in or exported from Brazil, Finland, India, Indonesia, Thailand and the Ukraine, and the subsidizing of the aforementioned goods originating in or exported from India, Indonesia and Thailand.
The above-mentioned finding applies to subject goods (subject to certain product exclusions) in widths from 24 inches (+/-610 mm) to 152 inches (+/-3 860 mm) inclusive, and in thicknesses from 0.187 inch (+/-4.75 mm) to 5.25 inches (+/-133 mm) inclusive. The Ukraine is excluded for certain thicknesses as the subject goods are covered in Review No. RR-98-004.
On March 5, 2003, the Tribunal received from Wirth Steel, A General Partnership (Wirth), a request that the above-noted finding be revised to "reflect a maximum thickness of 2.75 inches (or equivalent) except for plate less than or equal to 72 inches wide where the maximum thickness would be 3 inches." The Canadian International Trade Tribunal (the Tribunal) has received a complaint (File No. PR-2003-013) from Montage-DMC eBusiness Services, A Division of AT&T Canada (Montage-DMC), of Ottawa, Ontario, concerning a procurement (Solicitation No. 1000160306) by the Canada Customs and Revenue Agency (CCRA). The solicitation is for the provision of a licensing and support arrangement for business intelligence software. Pursuant to subsection 30.13(2) of the Canadian International Trade Tribunal Act and subsection 7(2) of the Canadian International Trade Tribunal Procurement Inquiry Regulations, notice is hereby given that the Tribunal has decided to conduct an inquiry into the complaint.
It is alleged that, contrary to the trade agreements, CCRA improperly applied the evaluation criteria, did not provide clear evaluation criteria, failed to follow the evaluation process identified in the tender documents and conducted the evaluation in a manner that did not allow equal access.

The Canadian International Trade Tribunal (the Tribunal) has received a complaint (File No. PR-2003-015) from Patlon Aircraft & Industries Limited, of Mississauga, Ontario, concerning a procurement (Solicitation No. W7702-020598/A) by the Department of Public Works and Government Services (PWGSC) on behalf of the Department of National Defence. The solicitation is for the provision of nuclear, biological and chemical suits. Pursuant to subsection 30.13(2) of the Canadian International Trade Tribunal Act and subsection 7(2) of the Canadian International Trade Tribunal Procurement Inquiry Regulations, notice is hereby given that the Tribunal has decided to conduct an inquiry into the complaint.
It is alleged that PWGSC conducted an improper sole source procurement, contrary to the provisions of the applicable trade agreements.
