Notice, under subsection 84(5) of the Canadian Environmental Protection Act, 1999, of the Ministerial Prohibitions
Whereas the Ministers of Health and of the Environment have assessed information pertaining to the substance Perfluoroalkylhydroxyaminoazetidinium polymer,
And whereas the Ministers suspect that the substance is toxic,
The Minister of the Environment hereby prohibits the importation or manufacture of the substance under paragraph 84(1)(b) of the Canadian Environmental Protection Act, 1999.

Order 2004-87-11-02 Amending the Non-domestic Substances List
Whereas, pursuant to subsections 87(1) and (5) of the Canadian Environmental Protection Act, 1999 (see footnote a), the Minister of the Environment has added the substances referred to in the annexed Order to the Domestic Substances List;
Therefore, the Minister of the Environment, pursuant to subsections 87(1) and (5) of the Canadian Environmental Protection Act, 1999 (see footnote b), hereby makes the annexed Order 2004-87-11-02 Amending the Non-domestic Substances List.

CURRENCY ACT
Designations
Notice is hereby given that on January 6, 2005, pursuant to subsection 17(2) of the Currency Act, the Minister of Finance repealed all previous designations and designated
(1) the following currencies: the United States of America dollar; the Euro; the Japanese yen; and
(2) the following unit of account: Special Drawing Right of the International Monetary Fund.
On the same date the Minister of Finance, under subparagraph 17(2)(d)(ii) and paragraph 17(2)(e) of the Currency Act, repealed all previous designations and made designations using the following criteria:
(a) the International Monetary Fund, the Bank for International Settlements, the European Central Bank, the Bank of England, the Deutsche Bundesbank, the Banque de France, the Bank of Japan, the Federal Reserve Bank of New York;
(b) official international financial organizations that have from at least two of the following rating agencies, at least one of which must be Moody's Investors Service (Moody's) or Standard and Poor's Ratings Services (S&P), a minimum senior long term debt rating of Aa3 as rated by Moody's, AA- as rated by S&P, AA- as rated by Fitch Ratings, or AA (low) as rated by Dominion Bond Rating Service;
(c) governments of other countries, government agencies or institutions that have from at least two of the following rating agencies, at least one of which must be Moody's Investors Service (Moody's) or Standard and Poor's Ratings Services (S&P), a minimum senior long term debt rating of A3 as rated by Moody's, A- as rated by S&P, A- as rated by Fitch Ratings, or A (low) as rated by Dominion Bond Rating Service; and

RADIOCOMMUNICATION ACT
Notice No. SMSE-001-05 — Redeployment plan (100-500 MHz) — Temporary moratorium of Phase 2 radio equipment certification and licensing requirements
Intent
The intent of this notice is to announce the Department's decision to invoke a temporary moratorium for the January 1, 2005, implementation date of Phase 2 radio equipment certification and licensing requirements currently required under the Redeployment Plan for Spectrum Efficient Land Mobile Equipment in the Frequency Range 100-500 MHz (hereafter referred to as the Redeployment Plan). This suspension will be in place pending further consideration by the Department of the emerging narrow band radio equipment market and any consequential decisions that may, in the near term, be required.
Background
The Redeployment Plan was issued in October 1998. Its primary objective was to alleviate the critical shortage of land mobile spectrum in large urban centers by requiring the use of more spectrum-efficient narrow band technologies. In Phase 1 of the Plan, existing mobile radio systems that operate in areas of high spectrum congestion employing 25/30 kHz were required to meet new spectrum equipment efficient equivalencies of 12.5/15 kHz on or before January 1, 2002. In Phase 2 of the Plan, existing mobile systems that operate in areas of high spectrum congestion employing 12.5/15 kHz are required to meet new spectrum equipment efficient equivalencies of 6.25/7.5 kHz by January 1, 2010. Some tangible results can already be seen in reduced congestion and overall improved spectrum efficiency. The Department's regional offices have carefully managed this transition to more spectrum-efficient narrow band technologies while taking into account the business plans of existing users.
The Redeployment Plan also establishes Phase 2 implementation dates for more spectrum-efficient narrow band technologies. These dates include the January 1, 2005, radio equipment certification requirement to meet a new spectrum efficiency level of one voice channel per 6.25/7.5 kHz bandwidth. In addition, new systems cannot be licensed after January 1, 2005, unless the radio equipment used meets the new spectrum efficiency level of 6.25/7.5 kHz bandwidth.
The Department is aware that spectrum users need a suitable amortization period for the radio equipment installed under Phase 1 criteria, prior to making financial commitments towards the new spectrum efficiency requirements of Phase 2 by January 1, 2010. In this regard, the Department notes that a principle in the Redeployment Plan is to adopt transition periods that reflect the future spectrum needs of a majority of users and include appropriate periods for equipment amortization. The Department is very committed to improving the efficient use of spectrum and concluded that it had indeed provided for a suitable amortization period for Phase 1 equipment installations.
Decision
The Department recognizes that there may not have been enough time before January 1, 2005, for manufacturers to make available radio equipment that meets the 6.25-kHz bandwidth requirement of Phase 2. Therefore, the Department is invoking a temporary moratorium on the January 1, 2005, implementation date of Phase 2 radio equipment certification and licensing requirements outlined in the Redeployment Plan pending further study and any consequential decisions.
The Department anticipates that Phase 2 equipment may be available in the next two to four years and will make a decision at an appropriate future time to continue the implementation of Phase 2 radio equipment requirements. This is the most important step in releasing additional frequencies via the Redeployment Plan. These actions will ensure that the critical needs for land mobile spectrum below 1 GHz continue to be met, especially in congested areas of the country. The Department, therefore, remains committed to improving the efficient use of spectrum in the 150/450 MHz bands and views this interim moratorium measure as necessary for the continued success of the Redeployment Plan to ensure the most efficient use of limited land mobile spectrum resources.

Notice No. SMSE-002-05 — Consultation Paper on the Introduction of Wireless Systems Using Ultra-wideband Technology
Introduction
The purpose of this notice is to invite public comment on the document, entitled Consultation Paper on the Introduction of Wireless Systems Using Ultra-wideband Technology, announced through this notice.
Background
Over the years, the Department has designated a specific spectrum to support a wide range of licence-exempt products and devices to benefit consumers and businesses. Similarly, technical provisions have been established on an ongoing basis to enable low-power products and devices to coexist with licensed radiocommunication systems in an increasing number of frequency bands.
It has been the Canadian experience that consumers and business have a strong interest in adopting new wireless products and in having access to the latest technology and applications, so as to increase productivity and improve the standard of living.
As information and communication technologies propel the adaptation to the information economy, it is important that Canada maintain its leadership in providing access to its citizens to the best wireless services and products in both licensed and licence-exempt radiocommunication. Ultra-wideband is a new wireless technology which could provide many benefits to consumers, businesses and industries. The introduction of such new technology requires the development of appropriate radio equipment standard specifications and certification requirements. In this case, however, concerns have been raised regarding the potential interference to radiocommunication services. In view of this, the Department hereby initiates a comprehensive consultation with the public, consumer groups, businesses, and users of the spectrum on the introduction and use of ultra-wideband systems in Canada.

Interested parties should submit their comments no later than May 6, 2005. Shortly after the close of the comment period, all comments received will be posted on Industry Canada's Spectrum Management and Telecommunications Web site at http://strategis.gc.ca/spectrum.

Notice No. SMSE-003-05 — DC-01, Issue 1, Amendment No. 4
Notice is hereby given that Industry Canada is releasing Amendment No. 4 to Issue 1 of the Procedure for Declaration of Conformity and Registration of Terminal Equipment (DC-01). This amendment includes the following changes:
(a) Section 4.1 — Added Web site address of applicable technical requirements;
(b) Section 5.2 — Clarified that registration of terminal equipment and notification of certification of radio equipment for hybrid equipment have to take place at the same time;
(c) Section 6 — Title was changed to include the word "Registration";
(d) Section 6.4.4 — Clarified the type of terminal equipment that is subject to the Ringer Equivalence Number requirements;
(e) Section 6.5 — Title was changed to Registration of Terminal Equipment subject to a Declaration of Conformity. This section was changed to include information on electronic filing, family of product and transfer of ownership;
(f) New section 6.6 to address modification to registered terminal equipment;
(g) New section 10 to address the requirement to maintain registration;
(h) Appendix II, Registration Request,was removed. The form will continue to be available at http://strategis.ic.gc.ca/epic/ internet/inceb-bhst.nsf/en/h_tt00029e.html for those who choose not to use the electronic filing approach; and
(i) Appendix I (Declaration of Conformity for Terminal Equipment)and Appendix II (Check List for Terminal Equipment Registration) that was formerly Appendix III, were updated to reflect changes discussed above.
Amendment No. 4 to Issue 1 of DC-01 will come into effect upon publication of this notice.

CANADIAN INTERGOVERNMENTAL CONFERENCE SECRETARIAT
Secretary (full-time position)
The Canadian Intergovernmental Conference Secretariat (Secretariat) is an agency that provides administrative services for the planning and conduct of senior level intergovernmental meetings in Canada. The Secretariat was created by the First Ministers of Canada in 1973 and is an agency of both the federal and provincial governments. The meetings that the Secretariat organizes provide a forum for federal, provincial and territorial governments to discuss common issues and coordinate their various policies and programs.
The mandate of the Secretariat is to plan and deliver senior intergovernmental conferences. The objective of the program is to assist federal, provincial and territorial departments, in all sectors of government, in the organization and conduct of senior intergovernmental conferences by providing the necessary planning, technical and administrative expertise and support.
The primary focus of the Secretary is to provide leadership and to direct the Canadian Intergovernmental Conference Secretariat as the impartial vehicle to provide expert and cost-effective administrative support services for senior-level intergovernmental conferences. Specific accountabilities of this position include providing advice to conference chairs and consulting their representatives on secretariat services, protocol and administrative arrangements for conferences; planning for and providing seamless conference management services for senior intergovernmental activities; establishing objectives and priorities of the organization and determining financial and human resource requirements; and establishing and maintaining cooperative relationships with representatives of federal, provincial and territorial governments.
Location: National Capital Region
Possessing senior-level experience in intergovernmental relations and service delivery, the successful candidate will also have demonstrated experience in providing strategic and managerial leadership; in leading a team; in managing at the senior-level, which includes directing an organization's financial and human resource requirements; and in providing advice and guidance to senior officials and government leaders on administrative and logistical issues. Requirements for this position also include a university degree or an equivalent in education, training and experience. The chosen candidate will have demonstrated innovative thinking, flexibility, diplomacy and consensus-building to resolve sensitive issues and develop creative solutions. The successful candidate will possess strong interpersonal and communication skills.
The successful candidate must be prepared to relocate to the National Capital Region or to a location within commuting distance. The candidate must also be willing to travel considerably as part of the role of Secretary. The successful candidate will also be required to undergo a security clearance at the Top Secret level.
Proficiency in both official languages is required, as well as a strong commitment to provide high quality bilingual services.
The selected candidates will be subject to the Conflict of Interest and Post-Employment Code for Public Office Holders. Before or upon assuming official duties and responsibilities, public office holders appointed on a full-time basis must sign a document certifying that, as a condition of holding office, they will observe the Code. They must also submit to the Office of the Ethics Commissioner, within 60 days of appointment, a Confidential Report in which they disclose all of their assets, liabilities and outside activities.
