Therefore, the following notice of proposed revocation has been sent to them and is now being published according to the requirements of the Income Tax Act:

Communications, photographic, mapping, printing and publication services
Notice is hereby given that, after completing its inquiry, the Canadian International Trade Tribunal (the Tribunal) made a determination (File No. PR-2005-042) on April 13, 2006, with respect to a complaint filed by Raymond Arsenault Consultants Inc. (RAC), of Montebello, Quebec, under subsection 30.11(1) of the Canadian International Trade Tribunal Act, R.S.C. 1985 (4th Supp.), c. 47, as amended by the North American Free Trade Agreement Implementation Act, S.C. 1993, c. 44, concerning a procurement (Solicitation No. D1120-05-1104) by the Public Service Commission (PSC). The solicitation was for the provision of writing and editing services, including speech writing.
RAC alleged that the PSC improperly disqualified one of the proposals that RAC had submitted for service category three—English Writing Services.
Having examined the evidence presented by the parties and considered the provisions of the Agreement on Internal Trade, the North American Free Trade Agreement, and the Agreement on Government Procurement, the Tribunal determined that the complaint was not valid.

FINDING
Unprocessed grain corn
In the matter of an inquiry, under section 42 of the Special Import Measures Act, respecting the dumping and subsidizing of unprocessed grain corn originating in or exported from the United States of America
The Canadian International Trade Tribunal, under the provisions of section 42 of the Special Import Measures Act, has conducted an inquiry (Inquiry No. NQ-2005-001) to determine whether the dumping and subsidizing of unprocessed grain corn, excluding seed corn (for reproductive purposes), sweet corn and popping corn, originating in or exported from the United States of America have caused injury or retardation or are threatening to cause injury to the domestic industry.
This inquiry is pursuant to the issuance by the President of the Canada Border Services Agency of a preliminary determination dated December 15, 2005, and of a final determination dated March 15, 2006, that the aforementioned product originating in or exported from the United States of America has been dumped and subsidized.
Pursuant to subsection 43(1) of the Special Import Measures Act, the Canadian International Trade Tribunal hereby finds that the dumping and subsidizing of the aforementioned product originating in or exported from the United States of America have not caused injury and are not threatening to cause injury to the domestic industry.
The statement of reasons will be issued within 15 days.

The Canadian International Trade Tribunal (the Tribunal) has received a complaint (File No. PR-2006-004) from Mircom Technologies Ltd. (Mircom) of Vaughan, Ontario, concerning a procurement (Solicitation No. W8482-054541/A) by the Department of Public Works and Government Services (PWGSC) on behalf of the Department of National Defence. The solicitation is for repair and overhaul services in support of the Damage Control System (DCS) of the Halifax-class frigates, the Fire Detection, Suppression, Alarm and Control System of the Iroquois-class destroyers and two shore-based DCS trainers. Pursuant to subsection 30.13(2) of the Canadian International Trade Tribunal Act and subsection 7(2) of the Canadian International Trade Tribunal Procurement Inquiry Regulations, notice is hereby given that the Tribunal has decided to conduct an inquiry into the complaint.
It is alleged that PWGSC improperly declared Mircom's proposal non-compliant.

Request to repeal section 22 of the Broadcasting Distribution Regulations
In Call for comments on a request by the Canadian Cable Telecommunications Association to repeal section 22 of the Broadcasting Distribution Regulations, Broadcasting Public Notice CRTC 2005-74, July 25, 2005, the Commission invited comment on a proposal that section 22 of the Broadcasting Distribution Regulations (the Regulations) be repealed. The Commission, based on its examination and analysis of the record of this proceeding, has determined that retention of all of the requirements of section 22 is no longer appropriate or necessary and will amend section 22 of the Regulations to require only that Class 1 BDUs, and those Class 2 BDUs that elect to distribute audio programming services, distribute local community, campus and native radio stations, as well as at least one CBC radio station operating in French and one in English.

REQUEST FOR PANEL REVIEW
Certain softwood lumber products from Canada
Notice is hereby given, in accordance with the Special Import Measures Act (as amended by the North American Free Trade Agreement Implementation Act), that on April 3, 2006, a Request for Panel Review of the Final Scope Ruling, Regarding Entries Made Under HTSUS 4409.10.05, issued by the United States Department of Commerce, International Trade Administration, concerning Certain Softwood Lumber Products from Canada, was filed by counsel for Wynndel Box & Lumber Co., Ltd., with the United States Section of the NAFTA Secretariat, pursuant to Article 1904 of the North American Free Trade Agreement.
The final determination was issued on March 3, 2006.
The panel review will be conducted in accordance with the NAFTA Article 1904 Panel Rules. Subrule 35(1)(c) of the above-mentioned Rules provides that
(i) a Party or interested person may challenge the final determination in whole or in part by filing a Complaint in accordance with rule 39 within 30 days after the filing of the first Request for Panel Review (the deadline for filing a Complaint is May 3, 2006);
(ii) a Party, an investigating authority or other interested person who does not file a Complaint but who intends to participate in the panel review shall file a Notice of Appearance in accordance with rule 40 within 45 days after the filing of the first Request for Panel Review (the deadline for filing a Notice of Appearance is May 18, 2006);
(iii) the panel review shall be limited to the allegations of error of fact or law, including challenges to the jurisdiction of the investigating authority, that are set out in the Complaints filed in the panel review and to the procedural and substantive defences raised in the panel review.

Explanatory note
Chapter 19 of the North American Free Trade Agreement establishes a procedure for replacing domestic judicial review of determinations in antidumping and countervailing duty panel reviews involving imports from a NAFTA country with review by binational panels.
These panels are established, when a Request for Panel Review is received by the NAFTA Secretariat, to act in place of national courts to review final determinations expeditiously to determine whether they are in accordance with the antidumping or countervailing duty law of the country that made the determination.
Under Article 1904 of the North American Free Trade Agreement which came into force on January 1, 1994, the Government of Canada, the Government of the United States and the Government of Mexico established the NAFTA Article 1904 Panel Rules. These Rules were published in the Canada Gazette, Part I, on January 1, 1994.

APPLICATION TO EXPORT ELECTRICITY TO THE UNITED STATES
Maritime Electric Company, Limited
By an application dated January 17, 2006, Maritime Electric Company, Limited (the "Applicant") has applied to the National Energy Board (the "Board"), under Division II of Part VI of the National Energy Board Act (the "Act"), for authorization to export up to 150 MW of electric power and up to 350 GWh of energy per calendar year on a firm or interruptible basis. The requested duration of the permit is ten years.
The Board wishes to obtain the views of interested parties on this application before issuing a permit or recommending to the Governor in Council that a public hearing be held. The directions on procedure that follow explain in detail the procedure that will be used.
1. The Applicant shall deposit and keep on file, for public inspection during normal working hours, copies of the application at its offices located at 180 Kent Street, P.O. Box 1328, Charlottetown, Prince Edward Island C1A 7N2, (902) 629-3760 (telephone), and provide a copy of the application to any person who requests one. (a) the effect of the exportation of the electricity on provinces other that that from which the electricity is to be exported;
(b) the impact of the exportation on the environment; and
(c) whether the Applicant has
(i) informed those who have declared an interest in buying electricity for consumption in Canada of the quantities and classes of service available for sale, and
(ii) given an opportunity to purchase electricity on terms and conditions as favourable as the terms and conditions specified in the application to those who, within a reasonable time of being so informed, demonstrate an intention to buy electricity for consumption in Canada.
4. Any answer to submissions that the Applicant wishes to present in response to items 2 and 3 of this notice of application and directions on procedure shall be filed with the Secretary of the Board and served on the party that filed the submission by July 4, 2006.
5. Any reply that submitters wish to present in response to item 4 of this notice of application and directions on procedure shall be filed with the Secretary of the Board and served on the Applicant by August 4, 2006.
