Interim Marketing Authorization
Provision currently exists in Table V to section B.16.100 of the Food and Drug Regulations for the use of the enzyme xylanase derived from Aspergillus oryzae in the production of bread, flour and whole wheat flour at levels consistent with good manufacturing practice.
Health Canada has received a submission to permit the use of the xylanase enzyme from a genetically modified Aspergillus oryzae organism, Aspergillus oryzae JaL 339 (pJal 537) that carries the gene from Thermomyces lanuginosus coding for this enzyme. The xylanase enzyme will be used in the production of bread, flour, whole wheat flour and unstandardized bakery products at levels consistent with good manufacturing practice. Evalu-ation of available data supports the safety and effectiveness of this xylanase enzyme derived from Aspergillus oryzae JaL 339 (pJal 537).
The use of this xylanase enzyme derived from this modified micro-organism will benefit the consumer through the availability of quality food products. It will also benefit industry through more efficient and improved manufacturing conditions.
Therefore, it is the intention of Health Canada to recommend that the Food and Drug Regulations be amended to permit the use of this xylanase enzyme derived from the micro-organism specified above in the production of bread, flour, whole wheat flour and unstandardized bakery products at levels consistent with good manufacturing practice.
As a means to improve the responsiveness of the regulatory system, an Interim Marketing Authorization (IMA) is being issued to permit the immediate use of the xylanase enzyme, as indicated above, while the regulatory process is undertaken to formally amend the Regulations.

The Copyright Board of Canada is an economic regulatory body that derives its mandate from the Copyright Act. The Board sets the royalties to be paid for the use of works and other subject matters protected by copyright when the administration of the right is entrusted to a collective society and supervises the agreements between users and those societies. It also issues licences for the use of works for which owners cannot be located. The members' primary responsibility is to participate in hearings, analyze and weigh the evidence, and work within a group to render joint decisions that provide for reasonable royalties to be paid to licensing bodies for the uses of works protected by copyright.
Location: National Capital Region
The successful candidate must have a university degree or equivalent experience in law, economics, social sciences or public administration. The preferred candidate must also possess experience in a relevant quasi-judicial environment, in the field of economic regulations and in interpreting and applying the Copyright Act. The chosen candidate must have knowledge of the operations of a quasi-judicial tribunal. A sound understanding of the cultural, communications and information technologies industries, their regulatory regimes and their economic environment laws is required. The selected candidate must also have knowledge of the Copyright Act and related laws.
Furthermore, the successful candidate must have the ability to analyze complex files and make decisions, as well as the ability to write reports, analyses and decisions. The ability to reconcile divergent stakeholder positions while taking into account associated social and economic regulations is required. The preferred candidate must be a person of sound judgment and must have tact, good interpersonal skills and superior communications skills, both written and oral.
The successful candidate must be prepared to relocate to the National Capital Region or to a location within reasonable commuting distance.
Proficiency in both official languages is essential. The chosen candidate must have the ability to understand, during hearings, evidence in English and French, without the help of an interpreter.

The selected candidate will be subject to the Conflict of Interest and Post-Employment Code for Public Office Holders. The Office of the Commissioner for Federal Judicial Affairs was established in 1978 pursuant to the Judges Act with the express purpose of enhancing the independence of the superior court judiciary by placing the administration of Part I of the Judges Act, in particular, judicial salaries, allowances and other benefits, at arms length from the Department of Justice. The Office also exercises functions in relation to the Canadian Judicial Council and deals with any other matter referred to it by the Minister of Justice pursuant to the Judges Act.
The Commissioner for Federal Judicial Affairs is deputy head of the Office and is responsible for the effective and efficient operation and management of the Office in providing services to the superior court judiciary pursuant to the Commissioner's statutory obligations and consistent with the mandate of the Office.
Location: National Capital Region
The successful candidate must have a Bachelor of Laws from a recognized university and be eligible for membership in the Bar of one of the provinces or territories of Canada or in the Chambre des notaires du Québec. The chosen candidate must have significant management experience, at the senior executive level, in a public or private sector organization. Demonstrated decision-making experience at a senior level with respect to sensitive administrative issues such as personal entitlements and expense claims, as well as experience in providing strategic advice on complex and sensitive issues, are required. The successful candidate must have experience in the administration of discretionary aspects of legislation, regulations and policies. Experience dealing with senior members of the judiciary and judicial organizations and experience in the operations of government and in dealing with other departments, in particular central agencies, preferably at the senior level, would be considered assets. Experience in leading or contributing to international projects involving the judiciary would also be an asset.
The preferred candidate will have knowledge of the mandate, role and responsibilities of the Commissioner for Federal Judicial Affairs, as well as of the legislative and regulatory framework and mandate established by the Judges Act and regulations. Knowledge of the principles of judicial independence, and in particular in relation to the constitutional role of the superior court judiciary in Canadian society and its relationship with Parliament and the Government, is required. The preferred candidate will have knowledge of sound and probative public management practices, particularly in relation to fiscal and budgetary matters, as well as of the operations of the federal government.
The favoured candidate will possess superior communications skills, both written and oral, sound judgment, adhere to high ethical standards and have the ability to develop and maintain appropriate and effective liaison with Chief Justices, judges and other representatives of the judiciary in relation to compensation benefits and related services. The ability to work collaboratively and collegially with officials of other judicial organizations and with senior officials from across government, in particular to secure necessary resources and services for the judiciary, most notably from the Treasury Board Secretariat, the Department of Finance and the Department of Justice, is required. The successful candidate must have the ability to balance competing interests and to respond to time-sensitive, externally-driven demands. The chosen candidate must also have the ability to analyze differing opinions and complex situations with a view to making recommendations that are fair and equitable. Discretion, integrity, objectivity, as well as excellent interpersonal skills are also required.
Proficiency in both official languages is essential.
The successful candidate must be prepared to relocate to the National Capital Region or to a location within reasonable commuting distance.

SHIP-SOURCE OIL POLLUTION FUND
Administrator (part-time position)
The Ship-source Oil Pollution Fund is an independent fund under the Marine Liability Act, which is responsible for the investigation and payment of claims for oil spills from all classes of ships in Canada as well as making Canada's contribution payments to the International Oil Pollution Compensation Fund (IOPC) in London, United Kingdom.
Location: National Capital Region
The successful candidate must possess a degree from a recognized university with acceptable specialization in law, maritime transport, environmental studies, economics, business administration or public administration, or an acceptable combination of education, training and/or experience.
The qualified candidate must possess managerial experience at the senior executive level in a private or public sector organization, as well as experience in maritime shipping or insurance. The preferred candidate must also have experience in dealing with Government, preferably with senior officials. Experience in the conduct of independent investigations or inquiries, in a decision-making environment, would be an asset.
The successful candidate must have knowledge of the mandate and objectives of the Ship-source Oil Pollution Fund, as well as the federal laws, regulations and policies affecting the Fund and its activities. The successful candidate must possess knowledge of the Canadian marine industry, as well as of Canadian legislation and international conventions on marine transportation. Knowledge of modern comptrollership practices and the federal government's governance policies is required. The preferred candidate will have knowledge of the structure and operations of the federal government.
The ideal candidate will have the ability to review and analyze complex technical information and to think strategically. Excellent managerial, leadership and interpersonal skills are required. The selected candidate must have the ability to manage conflicting priorities and must have superior communication skills, both written and oral. The preferred candidate must be a person of sound judgment and integrity and must have tact, diplomacy and initiative.
