CANADIAN ENVIRONMENTAL ASSESSMENT AGENCY

CANADIAN ENVIRONMENTAL ASSESSMENT ACT

Replacement Class Screening Report: Routine In-Water Works Project Along the Rideau Canal and the Trent-Severn Waterway — Public notice

The Canadian Environmental Assessment Agency (the Agency) declares the report entitled Routine In-Water Works Project Along the Rideau Canal and the Trent-Severn Waterway to be a replacement class screening report (RCSR) pursuant to the provisions of subsection 19(1) and paragraph 19(2)(a) of the Canadian Environmental Assessment Act (the Act).

Public consultations on the RCSR took place from July 26 to September 7, 2006. The Agency received no written submissions from the public concerning the RCSR. In making the declaration proposed by Parks Canada, the Agency has reviewed the RCSR and has determined that the project screening process, as described in the document, will meet the requirements of the Act for the environmental assessment of the class of projects. It is also the Agency's opinion that the class of projects described in the RCSR is not likely to cause significant adverse environmental effects when the design standards and mitigation measures described in the report are applied.

The declaration is effective December 6, 2006, and is subject to the following terms and conditions:

  • Subject to subsection 19(8) of the Act, the declaration is valid until December 6, 2011.
  • Parks Canada will notify the Agency, in writing, a minimum of six months prior to the date on which the declaration expires, of its intention to renew the RCSR, to renew the RCSR with modifications or additions, or not to renew the RCSR and thereby allow the declaration to expire.
  • To renew the RCSR, Parks Canada will submit the proposed class screening report to the Agency no less than three months prior to the expiration date of this declaration, so that the Agency may initiate a new declaration process.
  • Parks Canada and the Agency will ensure that the RCSR is made available to the public in accordance with the requirements of the Act, as the RCSR may be amended from time to time. As such, Parks Canada will place the RCSR in the Canadian Environmental Assessment Registry (CEAR) project file of its regional office. On a quarterly basis, Parks Canada will also post on the CEAR Web site a statement of the projects for which the RCSR was used, as required under paragraph 55.1(2)(d) of the Act.
  • Any amendments to the report will be developed and implemented in accordance with the provisions for amendment contained in section 6.2 of the RCSR.

CANADIAN INTERNATIONAL TRADE TRIBUNAL

INQUIRY

Quality control, testing, inspection and technical representative services

The Canadian International Trade Tribunal (the Tribunal) has received a complaint (File No. PR-2006-035) from Zenix Engineering Ltd. (Zenix) of Ottawa, Ontario, concerning a procurement (Solicitation No. IE070336) by Defence Construction Canada (DCC) on behalf of the Department of National Defence. The solicitation is for the provision of a modular quarters life-safety assessment and remediation analysis. Pursuant to subsection 30.13(2) of the Canadian International Trade Tribunal Act and subsection 7(2) of the Canadian International Trade Tribunal Procurement Inquiry Regulations, notice is hereby given that the Tribunal has decided to conduct an inquiry into the complaint.

Zenix alleges that contract negotiations with DCC did not occur as stipulated in the Request for Abbreviated Proposal and that, as such, the evaluation of its proposal was not performed in accordance with the criteria stipulated in the procurement document, which resulted in an unfair process.

Further information may be obtained from the Secretary, Canadian International Trade Tribunal, Standard Life Centre, 15th Floor, 333 Laurier Avenue W, Ottawa, Ontario K1A 0G7, 613-993-3595 (telephone), 613-990-2439 (fax), secretary@citt-tcce.gc.ca (email).
