Her Excellency the Governor General in Council, considering that it is in the public interest to do so, on the recommendation of the Minister of Justice and the Treasury Board, pursuant to subsection 23(2.1)(see footnote a) of the Financial Administration Act, hereby makes the annexed Firearms Fees Remission Order (Registration Certificate).
FIREARMS FEES REMISSION ORDER
(REGISTRATION CERTIFICATE)
REMISSION
1. (1) In this section, "personalized application form" means an application form on which the Registrar of Firearms sets out the applicant's name, a return date and a bar code.
(2) Remission of the fee for a registration certificate under subsection 10(3) of the Firearms Fees Regulations is hereby granted to any individual who pays the fee before receiving in the mail a personalized application form for the registration certificate from the Registrar of Firearms.
CONDITION
2. The remission is granted on the condition that the fee is paid during the period beginning on October 1, 1998 and ending on June 30, 2002.
EXPLANATORY NOTE
(This note is not part of the Order.)
The Firearms Fees Regulations, made under paragraphs 117(p) and (q) of the Firearms Act, established a phased-in fee for the registration of non-restricted firearms. The fee was set at $10 per application when the Act was first implemented and then rose to $14 on December 1, 1999. The Regulations provided that the fee would rise to $18 on September 1, 2000. The single fee covers all firearms registered in one application.
Every valid firearms licence holder will receive a personalized application form for a registration certificate from the Registrar of Firearms. If they complete and return this form within a specified period, the registration fee will be waived.
This Order grants a remission of $10, $14 or $18, depending on the amount paid by the individual, to any individual who applied to register their non-restricted firearms before they received their personalized application form.
This Order has been made in the public interest to be fair to those who pay to register their non-restricted firearms before the fee waiver comes into force.
