EXPLANATORY NOTE

(This note is not part of the Order.)

This Order fixes November 4, 2003 as the day on which An Act to amend the Carriage by Air Act (Bill S-33) comes into force.

The Act amends the Carriage by Air Act in order to implement in Canada the Convention for the Unification of Certain Rules for International Carriage by Air signed at Montreal on May 28, 1999 (the "Montreal Convention"). The Montreal Convention was developed to consolidate and modernize the global regime relating to liability for international air transportation currently in force through the acceptance by States of the Convention signed at Warsaw on October 12, 1929 and the instruments that amend and supplement it.
