Her Excellency the Governor General in Council, on the recommendation of the Minister of Human Resources Development and the Minister of Finance, pursuant to section 30 of the Budget Implementation Act, 2003, assented to on June 19, 2003, being chapter 15 of the Statutes of Canada, 2003, hereby fixes January 4, 2004 as the day on which sections 15 to 20 and 22 to 29 of the Budget Implementation Act, 2003 come into force.
EXPLANATORY NOTE

This Order fixes January 4, 2004 as the day on which certain sections of the Budget Implementation Act, 2003 come into force. Those provisions concern amendments to the Employment Insurance Act, the Employment Insurance (Fishing) Regulations and the Canada Labour Code.
The amendments to the Employment Insurance Act and the Employment Insurance (Fishing) Regulations introduce a new type of special benefit. They provide six weeks of compassionate care benefits for families to share, establish the period during which the benefits may be paid, provide for a waiting period for each family when those benefits are shared, and provide for authority to make regulations consequential to the introduction of compassionate care benefits. Minor consequential amendments are made to the Employment Insurance Act and the Employment Insurance (Fishing) Regulations. Related amendments to the Canada Labour Code are also made.
