CANADIAN ENVIRONMENTAL PROTECTION ACT, 1999
Notice is hereby given that, pursuant to section 127 of the Canadian Environmental Protection Act, 1999, Disposal at Sea Permit No. 4543-2-04330 authorizing the loading for disposal and the disposal of waste or other matter at sea is approved.
1. Permittee: Canadian Royalties Inc., Longueuil, Quebec.
2. Waste or other matter to be disposed of: Dredged material.
2.1. Nature of waste or other matter: Dredged material consisting of gravel, sand, silt, clay and colloids.
3. Duration of permit: Permit is valid from July 16 to November 30, 2009.
4. Loading site(s): Deception Bay, Quebec, 62°08.35′ N, 74°40.85′ W (NAD83), as described in Figure 3 entitled “Zone d’étude du quai de la baie Déception” of the document entitled “Étude d’impact sur l’environnement et le milieu social, Inventaires 2006 et 2007 dans la baie Déception” from Genivar, January 2008.
5. Disposal site(s): BD-01, 62°08.59′ N, 74°40.22′ W (NAD83). The disposal site is located 700 m northeast from the loading site, at the centre of Deception Bay.
6. Method of loading: Dredging will be carried out using a grab dredge.
7. Route to disposal site(s) and method of transport: Most direct navigational route from the loading site to the disposal site via towed scow.
8. Method of disposal: Disposal will be carried out by bottom dumping.
9. Total quantity to be disposed of: Not to exceed 35 000 m3 scow measure.
10. Fees: The fee prescribed by the Ocean Dumping Permit Fee Regulations (Site Monitoring) shall be paid by the Permittee in accordance with those Regulations.
11. Inspection:
11.1. By accepting this permit, the Permittee and their contractors accept that they are subject to inspection pursuant to Part 10 of the Canadian Environmental Protection Act, 1999.
11.2. The Permittee shall ensure that records of all loading and disposal activities are kept on site for the duration of the permit and are available for inspection by any enforcement officer or analyst for two years following the expiry of the permit.
12. Contractors:
12.1. The loading or disposal at sea referred to under this permit shall not be carried out by any person without written authorization from the Permittee.
12.2. The Permittee shall ensure that all contractors involved in the loading or disposal activity for which the permit is issued are made aware of the conditions identified in the permit and of possible consequences of any violation of these conditions.
13. Reporting and notification:
13.1. The Permittee shall provide the following information at least 15 days before loading and disposal activities commence: name or number of ship, platform or structure used to carry out the loading and/or disposal, name of the contractor including corporate and on-site contact information, and expected period of loading and disposal activities. The above-noted information shall be submitted to the Regional Director, Environmental Protection Operations Directorate, Department of the Environment, Quebec Region, 105 McGill Street, 4th Floor, Montréal, Quebec H2Y 2E7, 514-496-6982 (fax), immersion.dpe@ec.gc.ca (email).
13.2. The Permittee must complete the Register of Disposal at Sea Operations as provided by the Department of the Environment. This register must, at all times, be kept aboard any vessel involved with the disposal operations and be accessible to enforcement officers designated under the Canadian Environmental Protection Act, 1999.
13.3. The Permittee must keep a written register of the time of departure of the vessel to the disposal site and advise the Canadian Coast Guard station once a day of the departure times entered in the register. The Permittee must record these communications in the register mentioned in the previous paragraph.
13.4. The Permittee shall submit a written report to the Minister, as represented by the Regional Director of the Environmental Protection Operations Directorate, identified in paragraph 13.1, within 30 days of either the completion of the work or the expiry of the permit, whichever comes first. This report shall contain the following information: a list of all work completed pursuant to the permit, including the names of the loading and disposal sites used, the quantity of matter disposed of at the disposal site, the dates on which disposal activities occurred and the Register of Disposal at Sea Operations.
13.5. At all times, a copy of this permit and of documents and drawings referenced in this permit shall be available at the loading site and on all powered ships directly engaged in the loading and disposal operations.
13.6. The Permittee must conduct bathymetry monitoring of the disposal site during dredging activities. Two bathymetry readings must be taken regarding the disposal site: one prior to starting the work and one after the work is completed. In addition, the actual surveyed density of these reading must be 1 m.

1. In relation to the substance Silane homopolymer, hydrolysis products with magnesium hydroxide, a significant new activity is any activity involving the use of the substance in quantities greater than 10 kilograms per calendar year, where the substance has a particle size between 1 to 100 nanometres.
2. A person who proposes a significant new activity set out in this Notice for this substance shall provide to the Minister of the Environment, at least 90 days before the day on which the quantity of the substance that has a particle size between 1 to 100 nanometres exceeds 10 kilograms per calendar year, the following information:
(a) a description of the proposed significant new activity in relation to the substance;
(b) measurement of the particle size and particle size distribution of the substance involved in the significant new activity;
(c) the requirements specified in Schedule 6 of the New Substances Notification Regulations (Chemicals and Polymers) for this substance;
(d) the analytical information to determine the physical dimensions of the test substance for the duration of the health and ecological toxicity tests required pursuant to paragraph (c); and
(e) the test data and a test report on the water solubility of this substance that comply with the Organisation for Economic Co-operation and Development Series on Testing and Assessment, Number 29, Guidance Document on Transformation/Dissolution of Metals and Metal Compounds in Aqueous Media.
3. The above information will be assessed within 90 days after the day on which it is received by the Minister of the Environment.

(b) the use of the substance as a mining flotation reagent if it is released beyond a final discharge point as defined under subsection 1(1) of the Metal Mining Effluent Regulations.
2. A person who proposes a significant new activity set out in this Notice for this substance shall provide to the Minister of the Environment, at least 90 days prior to the commencement of the proposed significant new activity, the following information:
(a) a description of the proposed significant new activity in relation to the substance;
(b) the information specified in Schedule 4 of the New Substances Notification Regulations (Chemicals and Polymers);
(c) the information specified in item 8 of Schedule 5 to those Regulations; and
(d) the information specified in item 11 of Schedule 6 to those Regulations.

(a) a description of the proposed significant new activity in relation to the substance;
(b) measurement of the particle size and particle size distribution of the substance;
(c) the requirements specified in Schedule 6 of the New Substances Notification Regulations (Chemicals and Polymers) for this substance;

(b) import of the substance into Canada in quantities greater than 10 000 kg per calendar year for any use, other than for use as a catalyst neutralization agent in the production of linear alpha olefins where storage or transportation vessels are not rinsed or washed.
2. A person who proposes a significant new activity set out in this Notice for this substance shall provide to the Minister of the Environment the following information, at least 90 days prior to the commencement of the Significant New Activity referred to in paragraph 1(a) or, in the case of the Significant New Activity referred to in paragraph 1(b), before the day on which the quantity of the substance exceeds 10 000 kg per calendar year:
(a) a description of the proposed significant new activity in relation to the substance;
(b) the information specified in Schedule 4 of the New Substances Notification Regulations (Chemicals and Polymers);
(c) the information specified in item 8 of Schedule 5 to those Regulations; and

AN ACT TO AMEND THE CANADA-UNITED STATES TAX CONVENTION ACT, 1984
Coming into force of instruments
Notice is hereby given, pursuant to section 5 of An Act to amend the Canada-United States Tax Convention Act, 1984, (see footnote a) that on December 15, 2008, the following instruments entered into force:
(a) the two agreements that are now part of the Convention incorporated in Canadian law pursuant to the Canada-United States Tax Convention Act, 1984 (see footnote b) and are, pursuant to section 3 of An Act to amend the Canada-United States Tax Convention Act, 1984, set out as schedules A and B to the Convention set out in Schedule I to the Canada-United States Tax Convention Act, 1984; and
(b) the protocol that amends the Convention and that, pursuant to section 4 of An Act to amend the Canada-United States Tax Convention Act, 1984, is set out as Schedule VI to the Canada-United States Tax Convention Act, 1984.

CANADIAN MUSEUM OF NATURE

The Canadian Museum of Nature has its origins in the Geological Survey of Canada, which was formed in 1842, and is home to one of the world’s largest and finest natural history collections. The Museum is comprised of 24 major science collections and more than 10 million specimens, covering over four billion years of Earth history. Its current status as a federal Crown corporation dates from 1990, when the Museums Act was proclaimed. As a national institution and member of the Canadian Heritage Portfolio, the Canadian Museum of Nature’s mandate is to increase interest in, knowledge of, and appreciation and respect for, the natural world throughout Canada and internationally.
The Board of Trustees has overall stewardship of the Corporation and is expected to provide strategic guidance to management and oversee the activities of the Corporation. It has a duty to act in the best interests of the Corporation and to exercise care and due diligence. The Chairperson is responsible for the proper conduct of the Board meetings in such a way that the Corporation carries out its mandate and objectives effectively, ensures good value for the funding provided by taxpayers, remains viable and holds management accountable for its performance.
The successful candidate must possess a degree from a recognized university in a relevant field of study or an acceptable combination of education, job-related training and/or experience. The Chairperson must possess significant board experience, as well as senior management experience. Experience in dealing with the federal government, preferably with senior government officials, is required. Experience in the scientific sector or working in a collecting institution or museum, as well as experience in the development of strategies, objectives and plans, corporate governance and best business practices would be considered assets.
The Chairperson must possess general knowledge of the Canadian Museum of Nature’s mandate and activities, of the Museums Act and other related federal legislation. Financial literacy, knowledge of the role and responsibilities of The Chairperson, as well as the Board and the Director of a similar sized organization, are required. The Chairperson must possess knowledge of strategic corporate planning, monitoring and evaluation of performance, as well as the federal government’s policy agenda and how it relates to the Canadian Museum of Nature.
The ability to anticipate emerging issues and develop strategies to enable the Board to seize opportunities or solve problems is essential. The Chairperson must be able to foster debate and discussions among Board members, to facilitate consensus, and to manage conflicts, should they arise. The ability to develop effective working relationships with management, the Minister and his Office, the Deputy Minister and the Canadian Museum of Nature’s partners and stakeholders is essential. Superior communications skills, both written and oral, are required, as is the ability to act as a spokesperson in dealing with stakeholders, media, public institutions, governments and other organizations. The successful candidate must be a person of sound judgement and integrity, must adhere to high ethical standards and must have superior interpersonal skills.
Proficiency in both official languages would be preferred.
To be appointed as Chairperson of the Board, a person must be a Canadian citizen. The Board meets four times per year, three times in Ottawa and one additional time in another Canadian city. The average annual time commitment, excluding committee work, is three to four weeks.

This Notice applies to

3. Adenosine, N-benzoyl-5′-O-[bis(4-methoxyphenyl) phenylmethyl]-2′-deoxy-;
4. Amines, C18-22-tert-alkyl, ethoxylated; and
5. 2-Butanone, 4-[[[1,2,3,4,4a,9,10,10a-octahydro-1,4a-dimethyl-7-(1-methylethyl)-1-phenanthrenyl]methyl](3-oxo-3-phenylpropyl)amino]-, [1R-(1α,4αβ,10aα)]-.
Whereas the five substances set out in Annex 1 to this Notice have been identified for screening assessment under subsection 73(1) of the Canadian Environmental Protection Act, 1999;
Whereas the Minister of the Environment and the Minister of Health have issued a draft screening assessment on these substances under section 74 of that Act and have published a summary of the results of this process under subsection 77(1) thereof on January 24, 2009, in the Canada Gazette, Part I, for a 60-day public comment period;
Whereas the Ministers have identified no current manufacture or importation activity for the five substances set out in Annex 1 above 100 kg per calendar year; and
Whereas the Ministers suspect that a significant new activity in relation to any of the five substances set out in Annex 1 to this Notice may result in the substance meeting the criteria set out in section 64 of the Act,
Notice therefore is hereby given that the Minister of the Environment intends to amend the Domestic Substances List under subsection 87(3) to indicate that subsection 81(3) applies to the five substances set out in Annex 1 to this Notice as described in Annex 2 attached hereto.
Public comment period
Any person may, within 60 days of publication of this notice, file with the Minister of the Environment comments with respect to this proposal. All comments must cite the Canada Gazette, Part I, and the date of publication of this notice and be sent to the Executive Director, Existing Substances Division, Environment Canada, Gatineau, Quebec K1A 0H3, 819-953-4936 (fax), Existing.Substances.Existantes@ec.gc.ca (email).
