The Canadian International Trade Tribunal (the Tribunal) has received a complaint (File No. PR-2009-027) from Maritime Fence Ltd. (MFL), of Grand Falls, New Brunswick, concerning a procurement (Solicitation No. 5P420-09-0289) by the Parks Canada Agency (Parks Canada). The solicitation is for W-beam guardrail removal and installation as well as sign installation on wood posts at Banff, Kootenay and Jasper national parks. Pursuant to subsection 30.13(2) of the Canadian International Trade Tribunal Act and subsection 7(2) of the Canadian International Trade Tribunal Procurement Inquiry Regulations, notice is hereby given that the Tribunal has decided to conduct an inquiry into the complaint.
MFL alleges that Parks Canada improperly awarded a contract to a company whose tender did not meet the financial requirements of the invitation to tender.

The Canadian International Trade Tribunal (the Tribunal) has received a complaint (File No. PR-2009-026) from Flag Connection Inc. (FCI), of Lion’s Head, Ontario, concerning a procurement (Solicitation No. C1111-080972/A) by the Department of Public Works and Government Services (PWGSC) on behalf of the Department of Canadian Heritage. The solicitation is for the provision of paper hand flags. Pursuant to subsection 30.13(2) of the Canadian International Trade Tribunal Act and subsection 7(2) of the Canadian International Trade Tribunal Procurement Inquiry Regulations, notice is hereby given that the Tribunal has decided to conduct an inquiry into the complaint.
FCI alleges that PWGSC improperly awarded a contract to a non-compliant bidder.

The deadline for submission of interventions and/or comments has been extended to July 15, 2009, given that the deadline for interventions and/or comments in the newspaper advertising inadvertently stated July 15, 2009, whereas Broadcasting Notice of Consultation 2009-306 stated it was in fact June 30, 2009.
The replies from applicants for the interventions and/or comments received at the Commission from May 27 to July 15, 2009, must be filed at the Commission by no later than July 27, 2009.

Review of campus and community radio

The Commission hereby initiates a public proceeding to review its policies for campus and community radio.
As part of this proceeding, the Commission will hold a hearing commencing on November 30, 2009, at 9:30 a.m., at the Conference Centre, Portage IV, 140 Promenade du Portage, Gatineau, Quebec. The Commission intends to conduct a second proceeding in 2010 to examine its policies for community television and will publish a notice of consultation dealing with that matter in the fall of 2009.
In the notice, the Commission provides a synopsis of its regulatory frameworks for campus and community radio and poses various questions for parties to address in their comments. The questions have been numbered and the Commission requests that parties identify the questions to which they are responding in their submissions. The notice also sets out the procedures for filing comments.
Today, the Commission has placed four other documents on its Web site that will form part of the public record of this proceeding. These include a study on the use of turntablism and audio art on campus radio stations, a study on international approaches to the regulation and funding of the community radio sector, a summary of meetings between the campus and community radio sector and Commission staff, and a study on community radio prepared for the Department of Canadian Heritage in March 2008. The Commission encourages interested parties to monitor the public examination file and the Commission’s Web site for additional information that they may find useful when preparing their comments.
Although the hearing will be held in the National Capital Region, parties may participate from the Commission’s regional offices via videoconferencing. Parties interested in doing so are asked to indicate clearly, at the time they file their comments, the regional office where they wish to appear. A list of the Commission’s regional offices is included in the notice.
