QUEEN’S UNIVERSITY AT KINGSTON

Notice is hereby given that the Board of Trustees of Queen’s University at Kingston, in the province of Ontario, originally incorporated and established in 1841 by Royal Charter, under the name Queen’s College at Kingston, will present to the Parliament of Canada, at the present or at either of the two following sessions, a petition for a private Act to amend the constitution of the corporation of the University in order to effect certain changes in the composition and powers of the Board of Trustees and of the University Council and the mode of election of their respective members, and to effect other technical or incidental changes as may be appropriate.

CANADA ELECTIONS ACT

Compliance agreement

This notice is published by the Commissioner of Canada Elections, pursuant to section 521 of the Canada Elections Act, S.C. 2000, c. 9.

On August 19, 2010, the Commissioner of Canada Elections entered into a compliance agreement with Soon Oh Kim, (hereinafter referred to as the Contracting Party), of the City of Coquitlam, Province of British Columbia, pursuant to section 517 of the Canada Elections Act.

The Contracting Party has acknowledged acts that constituted a failure to comply with subsection 443(1) of the Canada Elections Act, which prohibits a candidate from incurring election expenses in an amount that is more than the election expenses limit calculated under section 440 of the Canada Elections Act.

The Contracting Party acknowledged, as official agent for Yonah Martin, the Conservative Party of Canada candidate for the electoral district of New Westminster—Coquitlam in the 40th federal general election held on October 14, 2008, that the campaign incurred election expenses of $93,778.33. The limit for the electoral district of New Westminster—Coquitlam was $85,621.43.

The Contracting Party acknowledged and accepted responsibility for these acts.

Prior to the conclusion of the agreement, the Commissioner of Canada Elections took into consideration that the Candidate’s Electoral Campaign Return was filed on the basis of an honest misunderstanding of what constitutes an election expense under section 407 of the Canada Elections Act.

In summary, in the compliance agreement, the Contracting Party:

  • Consented to a summary of the compliance agreement being publicized in the Canada Gazette and on the Elections Canada Web site; and
  • Agreed to file a corrected Candidate’s Electoral Campaign Return.
