CANADIAN INTERNATIONAL TRADE TRIBUNAL

DETERMINATION

Engines, turbines, components and accessories

Notice is hereby given that, after completing its inquiry, the Canadian International Trade Tribunal made a determination (File No. PR-2018-029) on February 6, 2019, with respect to a complaint filed by Turbo Expert Québec inc. (Turbo Expert), of Québec, Quebec, pursuant to subsection 30.11(1) of the Canadian International Trade Tribunal Act, R.S.C., 1985, c. 47 (4th Supp.), concerning a procurement (Solicitation No. W8482-168399/A) by the Department of Public Works and Government Services (PWGSC) on behalf of the Department of National Defence. The solicitation was for repair and overhaul services for turbochargers fitted on the Halifax-class frigate propulsion diesel engines.

Turbo Expert alleged that PWGSC should have awarded the contract to Turbo Expert after determining that the other bids, including the one submitted by the winning bidder, were non-compliant with the mandatory requirements, instead of terminating the initial contract and issuing a new solicitation for the requirement.

Having examined the evidence presented by the parties and considered the provisions of the applicable trade agreements, the Tribunal determined that the complaint was valid.

Textiles and apparel

Notice is hereby given that, after completing its inquiry, the Canadian International Trade Tribunal made a determination (File No. PR-2018-034) on December 19, 2018, with respect to a complaint filed by Valley Associates Global Security Corporation (Valley), of Cumberland, Ontario, pursuant to subsection 30.11(1) of the Canadian International Trade Tribunal Act, R.S.C., 1985, c. 47 (4th Supp.), concerning a procurement (Solicitation No. M7594-186822/A) by the Department of Public Works and Government Services (PWGSC) on behalf of the Royal Canadian Mounted Police. The solicitation was for the provision of rifle plates.

Valley alleged that PWGSC erred in determining that its proposal was non-compliant with the requirements of the solicitation.

Having examined the evidence presented by the parties and considered the provisions of the Canadian Free Trade Agreement, the Tribunal determined that the complaint was not valid.

The Public Service Commission of Canada, pursuant to section 116 of the Public Service Employment Act, hereby gives notice that it has granted permission, pursuant to subsection 114(4) of the said Act, to Frank William Janz, Food Service Supervisor, Correctional Service Canada, to seek nomination as a candidate, before and during the election period, and to be a candidate, before the election period, in the federal election for the electoral district of Saint Boniface–Saint Vital, Manitoba.
