Regulations Amending Certain Department of Transport Regulations Concerning Marine Safety and Security (Miscellaneous Program)

His Excellency the Governor General in Council, on the recommendation of the Minister of Transport, makes the annexed Regulations Amending Certain Department of Transport Regulations Concerning Marine Safety and Security (Miscellaneous Program) pursuant to

REGULATIONS AMENDING CERTAIN DEPARTMENT OF TRANSPORT REGULATIONS CONCERNING MARINE SAFETY AND SECURITY (MISCELLANEOUS PROGRAM)

LIFE SAVING EQUIPMENT REGULATIONS

1. Subsections 16(1) to (2.1) of Part II of Schedule IX to the Life Saving Equipment Regulations (see footnote 1) are replaced by the following:

16. (1) The launching device of a lifeboat shall be capable of hoisting the lifeboat with its crew and shall be designed to be activated by one person.

(2) The activation of the launching device shall be possible

(2.1) The recovery arrangements of a lifeboat shall be designed to be activated by one person, and the activation shall be possible from a position on the ship’s deck and from a position in the lifeboat.

2. (1) Subsection 17(1) of Part II of Schedule IX to the Regulations is amended by striking out “and” at the end of paragraph (a), by adding “and” at the end of paragraph (b) and by adding the following after paragraph (b):

(2) Subsections 17(2) and (2.1) of Part II of Schedule IX to the Regulations are replaced by the following:

(2) The activation of the launching device shall be possible

(2.1) The recovery arrangements of a rescue boat shall be designed to be activated by one person, and the activation shall be possible from a position on the ship’s deck and from a position in the rescue boat.

MARINE MACHINERY REGULATIONS

3. Subsection 6(6) of the French version of the Marine Machinery Regulations (see footnote 2) is replaced by the following:

4. Section 7 of the Regulations is replaced by the following:

Specimen pieces of any material to be used in the construction of or repairs to machinery referred to in subsection 4(1) and required by the rules or codes under which the machinery is to be constructed to be tested prior to use shall be identified and shall, in the presence of an inspector, undergo, prior to the commencement of construction or repairs, the tests set out in those rules or codes.

5. (1) Paragraph (c) of item 1 of Division I of Part III of Schedule IV to the Regulations is replaced by the following:

13. Item 20 of Division I of Part I of Schedule VII to the English version of the Regulations is replaced by the following:

An auxiliary steering gear is not required for double-ended ships with two independent steering systems, one fore and one aft, if in the case of failure of one of the steering systems the corresponding rudder can be safely and rapidly brought back to the centre line and kept steady in that position.

14. Item 6 of Division II of Part I of Schedule VII to the French version of the Regulations is replaced by the following:
