DETERMINATION

Professional, administrative and management support services

Notice is hereby given that, after completing its inquiry, the Canadian International Trade Tribunal (the Tribunal) made a determination (File No. PR-2013-013) on January 9, 2014, with respect to a complaint filed by the Saskatchewan Institute of Applied Science and Technology (SIAST), of Saskatoon, Saskatchewan, pursuant to subsection 30.11(1) of the Canadian International Trade Tribunal Act, R.S.C. 1985 (4th Supp.), c. 47, concerning a procurement (Solicitation No. 2013-A-033388-1) by the Department of Foreign Affairs, Trade and Development (DFATD). The solicitation was for the services of a consultant to implement and manage a project, in partnership with the Vietnam National University — Ho Chi Minh and the three Provincial People's Committees.

SIAST alleged that DFATD improperly evaluated its proposal.

Having examined the evidence presented by the parties and considered the provisions of the Agreement on Internal Trade, the North American Free Trade Agreement and the Agreement on Government Procurement, the Tribunal determined that the complaint was valid in part.
