International Development Research Centre
The International Development Research Centre (IDRC) is one of the world's leading institutions in the generation and application of new knowledge to meet the challenges faced by developing countries. The IDRC funds applied research by researchers from developing countries on the problems they identify as crucial to their communities. The IDRC's core mission supports Canada's policy goals and strengthens Canadian research and development support for international development. It also provides technical support to those researchers. The IDRC is a Crown corporation that is accountable to the Parliament of Canada, reporting through the Minister of International Development and La Francophonie.
The Chairperson fulfills three broad roles: managing the Board, working with management and representing the IDRC. The Chairperson provides leadership to the Board as it reviews and monitors the implementation of the strategy and the direction of the IDRC and the achievement of its objectives, ensures that the Board has sufficient knowledge to permit it to make major decisions when required, and fosters constructive and harmonious relationships between the Board and management, while maintaining the independence of the Board. The Chairperson plays a critical role in representing the IDRC to the Minister, Parliament, other governments around the world and key stakeholders.

Education and Experience
- A degree from a recognized university in a relevant field of study or an acceptable combination of education, job-related training, and/or experience;
- Experience serving as a member of a board of directors of a public and/or private organization, preferably as chairperson;
- Experience in managing human and financial resources at the senior executive level;
- Experience dealing with government, preferably senior government officials and in implementing modern corporate governance principles and best practices;
- Experience in the field of international development or experience or training in the natural or social sciences or technology; and
- Experience in research or research management, in dealing with private sector investment in innovation and in transferring knowledge into the marketplace, would be considered an asset.

Knowledge, Skills and Abilities
- Knowledge of the mandate and activities of the IDRC, its related public policy issues and the legislative framework within which it operates;
- Knowledge of the roles and responsibilities of the Chairperson, the Board of Governors and the President and Chief Executive Officer;
- Financial literacy and knowledge of the federal government's expectations with regard to accountability and reporting;
- Knowledge of strategic corporate planning, monitoring and the evaluation of corporate performance;
- Knowledge of international development, and foreign policy;
- Strong leadership and managerial skills to ensure the Board of Governors conducts its work effectively, including monitoring and evaluating progress towards achieving objectives;
- Ability to set priorities, provide the corporate vision needed to fulfill the IDRC's mandate and attain its objectives;
- Ability to foster debate and discussion among board governors, facilitate consensus and manage conflicts;
- Ability to develop and maintain effective working relationships with the Minister and his or her office, the Deputy Minister, and the IDRC's partners and stakeholders;
- Ability to anticipate and address emerging issues and conflicts, and develop strategies to enable the Board of Governors to seize opportunities and resolve problems that may arise; and
- Superior communication skills, both written and oral.

DEPARTMENT OF ENVIRONMENT AND CLIMATE CHANGE
Launch of climate action online platform
On March 3, 2016, First Ministers met to discuss climate change and clean growth. They agreed to build on the momentum and the commitments of the Paris Agreement and on the actions taken by the provinces and territories to develop a concrete plan to meet or exceed Canada's international commitments and achieve a stronger, more resilient, low-carbon economy.
First Ministers established working groups in four areas to identify options for action:
- — carbon pricing;
- — clean technology, innovation and jobs;
- — mitigation opportunities; and
- — adaptation and climate resilience.
This notice aims to inform interested parties that on April 22, 2016, the Government of Canada launched an online platform that will gather ideas to inform Canada's approach to climate change. This online tool can be accessed at the following Web site: www.canada.ca/climateaction.
As the working groups will be preparing interim reports in June, interested parties are encouraged to submit their ideas via the online platform as soon as possible so the submission may be considered by working group members. Submissions will be publicly accessible to all.

Invitation to submit views on proposed Most-Favoured-Nation tariff elimination on certain agri-food processing inputs
The Government is seeking the views of interested parties on the elimination of Most-Favoured-Nation (MFN) rates of customs duty on certain agri-food processing inputs. The tariff items being considered for elimination of the rate of customs duty are listed in Table 1 with their current MFN rates.
The Canadian agri-food processing industry is Canada's largest manufacturing employer and an important contributor to the Canadian economy. Budget 2016 announced the Government's intention to launch public consultations on eliminating tariffs on certain imported food manufacturing ingredients, other than supply- managed products, to support investment and job creation in this important sector.
The Government has reviewed Canada's tariff regime to identify opportunities to help improve the competitiveness of Canadian agri-food processors in domestic and foreign markets by reducing non-recoverable production costs.
Scope of tariff elimination
The Government proposes to reduce to “Free” the MFN rates of customs duty on the tariff items listed in Table 1. The tariff items in Table 1 have been selected based on the following factors:
- Goods covered by these tariff items are used in agri-food processing;
- Eliminating the tariff on these goods will reduce production costs for Canadian industry; and
- There is interest from stakeholders in eliminating MFN tariffs on some of these goods to enhance competitiveness.
The description of the tariff items listed in Table 1 can be found in the latest consolidated version of the Customs Tariff available online at www.cbsa-asfc.gc.ca/trade-commerce/tariff-tarif/menu-eng.html.
Interested parties wishing to comment on the proposed MFN tariff elimination should submit their views in writing by June 21, 2016. Submissions, at a minimum, should include the following information:
- Canadian company/industry association name, address, telephone number, and contact person.
- Relevant eight-digit tariff item(s) and description of the goods of particular interest.
- Reasons for the expressed support for, or concern with, the proposed tariff elimination, including detailed information substantiating any expected beneficial or adverse impact.
- If concern is expressed with respect to the proposed tariff elimination for one or more eight-digit tariff item(s), please provide views on ways to alleviate such concerns (e.g. limiting tariff elimination to certain end uses, gradual tariff elimination over a longer time period).
- Please identify if information provided in the submissions is commercially sensitive.
The Government will also accept views on other tariff items that could be considered in the context of possible further tariff elimination initiatives designed to assist Canadian industry.

Given the multiple-use nature of most goods classified in Chapter 20 (e.g. retail or production input), the proposed tariff elimination would be limited to goods used in the manufacture of food products or beverages. Current MFN rates would continue to apply to imports of goods classified in Chapter 20 used for purposes other than the manufacture of food products or beverages.

Governor in Council appointment opportunities
On February 25, 2016, the Prime Minister announced a new approach for Governor in Council (GIC) appointments to more than 1 500 positions in commissions, boards, Crown corporations, agencies and tribunals across Canada. Under this new approach, open, transparent and merit-based selection processes will support the Government of Canada's commitment to help ensure gender parity and that Indigenous Canadians and minority groups are better reflected in positions of leadership, as ministers make appointment recommendations for positions within their portfolios. Details on the new process are outlined on the GIC Appointments Web site (www.appointments.gc.ca).
